Mission
Geneva Call is a neutral and impartial non-governmental organisation dedicated to promoting respect by Armed Groups and de Facto Authorities (AGDA) for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call focuses its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, working towards the elimination of gender discrimination, protection of civilian infrastructure and humanitarian access.

Purpose of the Consultancy
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Consultant will work under the supervision of the HQ-based MEAL Advisor and in close coordination with the Policy, Research, and Legal (PRL) unit, country missions, and other team members as needed.
At the project level, the Consultant will play a crucial role in tracking and reporting the progress of multi-country thematic projects focused on child protection and education, healthcare, and famine and food insecurity. This includes ensuring that projects align with their logframes and are effectively monitored for their impact.
At the organizational level, the Consultant will support the HQ-based MEAL Advisor in developing and rolling out various MEAL policies, procedures, and guidance. This role is essential for enhancing the organization’s overall MEAL capacity and ensuring consistent and high-quality MEAL practices across the organization. Additionally, the Consultant will contribute to proposal development as needed.
Key Responsibilities of the MEAL Consultant
Project Monitoring and Reporting
- Track and report the progress of multi-country thematic projects related to child protection and education, healthcare, famine and food insecurity.
- Ensure projects align with their logframes and are effectively monitored for impact, including data collection and analysis.
- Verify the quality of data reported by relevant country missions and perform data quality control by checking means of verification as needed.
Evaluation and Impact Assessment
- Develop and implement traditional and innovative evaluation methodologies to assess project outcomes and effectiveness as needed.
MEAL Policy and Guidance Development
- Support the HQ-based MEAL Advisor in developing and rolling out MEAL policies, procedures, and guidance.
- Provide technical support to country missions and conduct consultations with relevant internal stakeholders during the development of MEAL policies, procedures, and guidance as needed.
Capacity Building
- Conduct training sessions and workshops for country missions and team members on MEAL principles and practices.
- Foster a culture of learning and accountability within the organization.
Documentation and Communication
- Produce high-quality reports, success stories, and other documentation to communicate project achievements and lessons learned.
Proposal Development Support
- Contribute to the development of project proposals, including MEAL components, ensuring alignment with organizational goals and funding requirements.
Continuous Improvement
- Stay updated on MEAL trends, tools, and best practices, and incorporate new insights into organizational MEAL activities.
- Support the organization in adapting its MEAL strategies based on emerging needs and challenges.
Deliverables of the Consultancy
The consultant is expected to deliver the following outputs:
- Narrative Project Progress Reports: Comprehensive reports detailing the progress of multi-country thematic projects related to child protection and education, healthcare, and famine and food insecurity.
- Updated Indicator Tracking Tables: Updated progress against each project indicator, including indicator tracking tables for the thematic projects mentioned above.
- Data Quality Assurance Procedure Document: A detailed document outlining how data quality assurance is conducted and how means of verification are validated for the multi-country thematic projects related to child protection and education, healthcare, and famine and food insecurity.
- Success Stories: At least five compelling success stories related to the multi-country thematic projects in child protection and education, healthcare, and famine and food insecurity.
- Innovative Evaluation Methodologies: Development of concept notes or frameworks for innovative evaluation methodologies to effectively capture the impact of Geneva Call in conflict-sensitive settings.
- Review of Secondary Data and Qualitative Analysis: Review existing secondary data and conduct qualitative and quantitative analysis to produce various reports and materials for strategic programmatic decision-making.
- Contribution to Organizational MEAL Policy and Guidance Development: Active participation in the development of organizational MEAL policies, procedures, tools, and guidance.

Selection criteria
Education
- Bachelor’s or Master’s degree in monitoring and evaluation, international relations, humanitarian or development studies, social sciences, statistics or a related field.
Experience and technical skills
Professional background
- A minimum of 5 years of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) in the humanitarian or development sector.
MEAL
- Proven track record in creating and maintaining logframes, theory of change models, performance monitoring plans, and indicator tracking tables.
- In-depth knowledge of MEAL standards, best practices, and guidelines.
- Demonstrated experience in designing and conducting evaluations—including formative, summative, and impact evaluations—and developing monitoring systems utilizing both quantitative and qualitative data.
Data Management and Analysis
- Proficient in using statistical software (e.g., SPSS, Stata, R) and data visualization tools (e.g., Tableau, Power BI) for data analysis and reporting.
Reporting Writing and Success Story Documentation
- Experience in crafting compelling success stories that highlight project achievements, utilizing various methodologies to gather and analyze data.
- Exceptional writing skills, with the ability to produce high-quality reports, success stories, and presentations tailored to various audiences.
Research and Analysis
- Strong background in research methodologies, including data collection, analysis, and reporting.
- Understanding of ethical considerations and guidelines in conducting evaluations and research, especially with vulnerable populations.
Languages
- Excellent level of English and French.
Communication and Interpersonal Skills
- Proven ability to work collaboratively with stakeholders from diverse backgrounds.
- Experience in facilitating both in-person and remote workshops, training sessions, and group discussions to gather input and feedback.
- Strong verbal communication skills, capable of effectively presenting findings to stakeholders at all levels.
- Ability to translate technical MEAL concepts into easily understandable language for non-technical audiences.
