Job Title: MEAL Officer (only applicable to national applicants living in Vanuatu)

Location: Port Villa, Vanuatu with travel to the islands
Contract Type: 50% – local position
Starting Date: ASAP
Duration: 12 months with the possibility of extension based on funding.
CONTEXT
IsraAID is an international non-governmental humanitarian aid organization based in Israel. Since we were founded in 2001, our teams have worked in emergency and long-term development settings in more than 50 countries around the world. Our mission is to support people affected by humanitarian crises. We partner with local communities around the world to provide urgent aid, assist in recovery, and reduce the risk of future disasters.
IsraAID has operated in Vanuatu since 2015 when we responded to Tropical Cyclone Pam, and has since shifted our focus to implement long term strategies for programs in WASH, health and nutrition, and Mental Health and Psychosocial Support, and health. IsraAID’s work in Vanuatu promotes sustainable and inclusive solutions, giving special attention to hands-on training and community ownership, and working closely with community, provincial, and national leaders.
JOB PURPOSE
The primary function of the MEAL Officer is to contribute to the effectiveness and impact of IsraAID Vanuatu’s Country Program through the development and use of MEAL plans, tools and methodologies. The MEAL Officer will significantly contribute to carrying out data collection, analysis, reporting, as well as ensuring accountability to local communities and promoting continuous learning and improvement within our organisation.
The MEAL Officer also plays an active role in the planning, design, and implementation of IsraAID Vanuatu’s programs and Country Strategy, under the leadership of the Country Director.
DUTIES AND RESPONSIBILITIES
Support program design and development of MEAL plans, tools, and methodologies
Assist in the design of new programs which are based on evidence.
Assist in the development and refinement of Logical Frameworks and Theories of Change in prioritized projects.
Significantly contribute to the development of MEAL plans, including identifying appropriate and relevant indicators and information collection methods and techniques
Work closely with the Country Director and program teams in the design appropriate qualitative and quantitative data collection tools and methodologies (surveys, questionnaires, Key Informant Interviews and Focus Group Discussion protocols, etc.)
Contribute to the advancement of IsraAID’s global MEAL approach, procedures, methods and templates, by engaging in IsraAID’s global peer learning, capacity development, and information exchange platforms.
Data collection, analysis, learning, and reporting
Significantly contribute to data analysis, learning, and reporting procedures.
Lead transparent, accurate and timely collection of data through leading surveys, conducting desk and literature reviews, and facilitating diverse and participatory data collection activities.
Facilitate digital data aggregation and reporting through LogAlto dashboards (web-based M&E system).
Facilitate quantitative and qualitative data analysis, including participatory analysis methods.
Train data collectors on data collection tools and reporting.
Regularly communicate findings with program staff, facilitate discussions on lessons learned, and help adapt programs accordingly.
Support the development of bi-monthly program updates for internal and external stakeholders.
Contribute to the compilation of project reports to donors, as per the guidance and under the management of the Country Director.
Prepare weekly/monthly schedules for MEAL related activities.
Support commissioning of short-term, contracted MEAL experts as required.
Facilitate learning processes to identify gaps and needs and contribute to ongoing improvement of programming.
Work closely with program teams and communicate results in a timely manner to them and country management.
Accountability Framework & Communication with Communities
Under the overall responsibility of the Country Director, ensure that IsraAID Vanuatu has in place and uses an updated Accountability Framework for collecting feedback and input from the community. This includes manging a Complaints Handling Mechanism, consistent with IsraAID complaints handling policy.
Facilitate the development and regular use of platforms and methods that promote 2-way communication with local communities, including regularly collecting information from communities and providing timely feedback.
Required experience and competencies
Bachelor’s degree in Social Science, Development Studies, Business Administration or other relevant field.
Minimum 3 years’ experience working in program design and monitoring and evaluation.
Experience in working with local communities and monitoring local community projects.
Advanced skills in Microsoft Office (Word, Excel and PowerPoint). Skills in data analysis software is an advantage
Ability to work flexibly in challenging situations.
Cultural understanding of the Vanuatu context.
Commitment to the aims and principles of IsraAID.
Excellent written and verbal communication skills in English and Bislama.
Understanding of protection-related programming is an advantage
