Who we are?

IDA is an international independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters and epidemics regardless of race, religion, gender or political affiliation.
IDA was founded in 2012 by Syrian doctors from Aleppo in response to the healthcare and humanitarian crisis in Syria.

IDA Syria is the main healthcare provider in the Northern Aleppo/Syria area, working closely with 500,000 IDPs and 700,000 host communities through 20 healthcare facilities and other health and nutrition projects

During last year, IDA has provided 1.2 million services in Heath, Nutrition, WaSH and Camp Management

Responsibilities:

The MEAL Officer serves as an integral function of the team in Northwest Syria, ensuring that projects are effectively monitored, evaluated, held accountable, and lessons learned are incorporated for continual improvement. The officer bridges the connection between local partners and the organization’s higher management, ensuring the smooth flow of accurate and timely data, which drives evidence-based decisions. In addition, the officer ensures the voice of beneficiaries and stakeholders is heard, incorporated, and acted upon, reflecting the organizations commitment to the communities it serves.

MEAL Responsibilities:

Objective 1: Strengthen Data Collection and Management Processes & Strengthen Partner Coordination

  • Collaborate with local partners to devise and implement efficient data collection strategies, tailored to each project.
  • Ensure data security protocols are followed, protecting sensitive information and ensuring confidentiality.
  • Collect feedback from partners and communicate necessary changes to tools and processes.
  • Facilitate MEAL capacity-building sessions for local partners to ensure standardized practices & data collection.
  • Act as a primary point of contact for local partners on all MEAL-related matters, ensuring consistent communication.

Objective 2: Enhance Field Monitoring through Comprehensive Field Visits:

  • Conduct in-depth field visits to monitor project implementation & coordinate field work with partners and TPM
  • Collect & document observations, success stories, challenges, and lessons learned during field visits.
  • Engage in direct dialogue with beneficiaries to understand their experiences, concerns, and suggestions.
  • Conduct necessary field level data collection activities.

Objective 3: Enhance and Prioritize Accountability Mechanisms for Beneficiary-Centric Interventions:

  • Support partners to establish and maintain FCRMs to ensure their perspectives are central to project evolution.
  • Support IM & programs teams to identify concerns raised by communities and advise on programmatic changes
  • Support the continuous improvement of accountability frameworks based on real-world experiences and feedback.

Objective 4: Collaborate Proactively with Program and Project Teams for Integrated Approaches:

  • Engage in regular strategy sessions with program teams to integrate MEAL findings for better program design.
  • Provide feedback to project teams on potential risks identified during MEAL processes and collaborate on mitigation strategies.
  • Participate in MEAL meetings and planning to support a centralized process setting process in light of organizational changes
  • Lead on data analysis and support in transforming data into actionable information
  • Lead in reporting for projects when MEAL parts are required.

Objective 5: Represent the organization & NWS Perspective Internally & Externally

  • Participate in NWS & MEAL related working groups
  • Represent the perspective of the organization & the context in NWS internally and externally

2-Competencies

Professional Competencies:

  • Bachelor’s degree in Social Sciences, Statistics, Development Studies, or a related field is preferred.
  • At least 2-3 years of experience in a MEAL role, with a significant portion in conflict or post-conflict settings.
  • Previous experience with international or local NGOs, particularly in child protection, education, and psychosocial support or related fields.

Context/Specific Skills, Knowledge, and Experience:

  • Comprehensive knowledge of the context in Northwest Syria
  • Recognized reputation and standing in the community
  • Data analysis capabilities with experience in quantitative and qualitative methodologies.
  • Proficiency in data management software and statistical tools.
  • Strong presentation and report-writing skills.
  • Demonstrated ability to manage multiple tasks and work under tight deadlines.
  • Exceptional interpersonal skills, with an ability to navigate diverse cultural contexts and collaborate with multi-sectoral teams.
