ABOUT MEDGLOBAL

MedGlobal is a global humanitarian non-profit organization providing medical and health education services to people in need, including refugees and displaced persons, in disaster and underserved regions. The organization is composed of medical and public health professionals of diverse backgrounds.

JOB SUMMARY

The MEAL Officer provides methodological support to all the program teams. They also guarantee the quality and relevance of any monitoring activities and internal evaluations carried out in the country, together with any recommendations and analysis provided. They are involved with experience capitalization and developing MedGlobal strategy, by providing a support strategy for the programs in terms of monitoring, evaluation, and integration of any “cross-functional issues” such as accountability to the affected population (AAP) as well as strengthening complaints and feedback mechanisms within the country office.

MAIN DUTIES AND RESPONSIBILITIES

Training and Technical support

  • Develop the capabilities of program teams in the areas of collection and analysis of data (method, formats, software, etc.), indicator measurement, feedback and complaint mechanisms, negative impact analysis, etc.
  • Provide technical and methodological support to programs for the implementation of monitoring and evaluation activities, data management, and data quality assurances
  • Support Country directors through the creation or adaptation of tools to monitor indicators on the project and the impact of activities or analyze risk factors.

Monitoring and reporting

  • Implement the MEAL system, which includes the use of MedGlobal PMD system for indicator progress tracking, monitoring progress against targets through tracking beneficiary reach, developing monitoring tools and guidelines in collaboration with the MEAL manager
  • Carry out field monitoring visits to monitor the quality of program interventions against Quality Benchmarks and update actions in the action trackers. Share monitoring feedback with the program team and follow up.
  • Conduct Data Quality Assessments (DQA) for the program to ensure that the data reported is validated, accurate, and consistent while providing feedback as necessary to program teams for continuous improvement.
  • Conduct regular data analysis and share with program teams to inform them of project progress and guide them in making any adjustments to programs based on the data.
  • Maintain close coordination with program managers at the field level and MEAL Manager on Quality and Accountability issues. Share all information (monitoring reports, CFM analysis, etc. with the MEAL manager.
  • Support program teams to develop high-quality reports that include analysis of data to illustrate MedGlobal impact including providing evidence of good practices

Accountability to participants

  • Maintain a functional accountability mechanism where project information is shared with children, adults, and communities regularly and through the most appropriate mechanisms.
  • Maintain and update a Feedback and Response Mechanism database for tracking feedback from communities and ensure that the feedback/complaints loop is closed.
  • Develop regular feedback trend analysis and share analysis with the program team
  • Build the capacity of other program staff to document feedback from communities, including ensuring the participation of communities in program activities and sharing information with communities
  • Share MEAL findings & FRM issues in each monthly reporting

QUALIFICATIONS AND SKILLS

  • Bachelor’s degree in Statistics, Business Administration, International Development, Economics, or a related field.
  • Minimum of 4 years of professional experience in MEAL responsible for implementing MEAL activities on international development projects.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing MEAL and/or performance monitoring plans.
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact.) and data collection and analysis methodologies.
  • Proven success in designing, implementing, and operating project MEAL systems from project initiation to closeout stages.
  • Fluency in English and Arabic is required.
