Summary of the position:

The MEAL Officer is responsible for leading key project MEAL activities and will oversee project-level performance monitoring data and evaluation analysis. Working in collaboration with the MEAL team, the MEAL Officer is responsible for leading the design and implementation of an M&E system, ensuring that SAMS evaluation’s achievements and lessons learned are captured and used for project improvement, and capturing and communicating project outcomes to appropriate audiences.

Key relationships:

Project officer, Grant officer, field team, IM team, subgrants MEAL teams.

Main tasks and responsibilities:

  • Work with the program team to develop a detailed M&E plan for the program based on the project log frame to track progress against intended targets.
  • Track the M&E plan and frequently provide the program team with trend analysis of tracked indicators while identifying outliers.
  • Work with the MEAL manager and MEAL Team to ensure the collection of relevant and appropriate data needed for an effective M&E system which will be utilized in monitoring strengths, weaknesses, and gaps in existing programs and services and for reporting on donor commitments as well as producing board summaries.
  • Lead program monitoring activities including tool design and analysis in collaboration with the project team.
  • Work closely with filed MEAL Officers to ensure that up-to-date monitoring activities are implemented, and data collected for all projects, in line with the project targets, and in a timely manner.
  • Ensure all MEAL frameworks for all SAMS’s running projects are in place and updated monthly.
  • Build the capacity of the MEAL field team through regular training and coaching to ensure the adoption of monitoring tools and the quality of data collected in line with agreed M&E plans and indicators.
  • Conduct field monitoring visits to support the monitoring of the activities of SAMS projects in Turkey.
  • Ensure proper training protocols and fieldwork protocols are being followed by the field teams.
  • Work with MEAL manager and accountability officer on developing and implementing field needs assessment.
  • Strengthen monitoring and evaluation procedures and systems with support from the MEAL Manager.
  • Contribute to organizational development of local partners, including the support in developing systems to track progress on capacity building and organizational development of partners.

Coordination and communication

  • Identify external, third-party stakeholders that can undertake monitoring/evaluation visits and facilitate and supervise their activities.
  • Provide regular feedback to the project team and MEAL manager on project implementation.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required:

  • University degrees in Data science, Information technology, pharmacy, or other medical studies are preferred.
  • Minimum 3 years experience in MEAL Officer position.

Languages:

  • Fluent written and spoken in Arabic
  • Upper-Intermediate written and spoken English
