JOB CONTEXT:
After the Arab Spring, the humanitarian crisis has intensified as a major humanitarian crisis of the moment since 2012 with almost half of the population being food insecure. This has created increasing unrest among the population and discontentment with the government.
During the summer of 2014, the Shia minority group called Houthis has somehow taken control of several important cities, among them the capital Sana’a. Meanwhile, the Southern separatist movement increased their call for independent south while Al Qaida and linked groups (mainly based in the South-Eastern parts of the country) are fighting Houthis and other groups including the internationally recognized government.
In January 2015, the Houthis overthrew the President Hadi’ government. Since the end of March of the same year, an international coalition of countries led by Saudi Arabia allied with the President temporarily exiled in Saudi Arabia launched a military campaign against the advances of the Houthis in the country. At the end of 2017, the alliance between the GPC of the former president Saleh and the Houthis broke out in Sana’a and Saleh was killed. In January 2018 the alliance in the south as well broke out: the Southern Transitional Council, in favor of an independent state in the south took over Aden from the hands of Hadis’ supporters, Hadi being still in exile in Saudi-Arabia.
As a result of such violence and instability, it is more than 20 million of Yemenis out of 27 million in need of any kind of aid. Malnutrition, cholera, diphtheria hit most of the families and a failed health system, with no salaries paid for several years, cannot cope.
YOUR MISSION:
Under the responsibility of the Head of Program of Yemen, the Field Technical Specialist will need to support both existing activities and partner and at the same time contribute to support long term plan and strategy.
Your main missions will be:
1. Establish and Implement MHPSS and Protection (GBV) Programming
• Technical Standards: Develop and apply technical standards and guidance for MHPSS (considering MHPSS mostly as a component of integrated service within rehabilitation, and protection interventions) and protection activities, including individual/group MHPSS activities, basic MHPSS, referral pathways and SOPs for MHPSS, referrals pathways and protection SOPs for protection cases including GBV, protection and GBV awareness and sensitization sessions, protection outreach and community based work, protection data management, protection mainstreaming, and engagement of local stakeholders.
• Analysis and strategy development: Develop a thorough understanding of the protection environment in the Yemeni context and provide country team with updated protection analysis and strategic guidance.
• Quality Control: Monitor and ensure the quality and relevance of MHPSS and protection (GBV) activities.
2. Build Technical Capacity of program staff and partners
• Capacity Assessment: Identify MHPSS, Protection (GBV) training needs and effective modalities for capacity building among partners and program staff.
• Resource Development: Create and adapt resources, curricula, SOPs, and training materials, in collaboration with HQ MHPSS and Protection Specialists, and SRHR Regional Specialist.
• Inclusive Program Design: Ensure all tools and resources are aligned with HI’s Disability, Gender, and Age (DGA) policy, and coordinate with the Inclusive Humanitarian Action Technical Officer.
3. Influence
• Representation: the technical expertise of HI throughout the local relevant networks
• Advocacy: Contributes to advocacy on specific themes in line with the global advocacy priorities
• Communication: Ensures a harmonized technical message is provided during these working groups and that HI speaks in a common voice on technical issues; contributes to communication messages locally in line with the global communication priorities
4. Business development
• Ensure the development of major opportunities or new projects in the region
• Contributes to the design, conception and writing of new projects in the country
• Identifies & develops local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the country under his sectorial scope
5. Coordination and reporting
• Supports the teams to produce regular reports on HI activities (newsletters, case studies, activity reports, etc.)
• Lead and contribute to case studies, lessons learned, and best practices documentation to support program learning.
• Ensures the quantitative and qualitative reporting through the tools (assessment form, follow up form, discharge and monitoring form, groups report) and system in place
• Contributes to projects reporting for donors and local authorities.
• Ensures regular internal reporting on your activities to managers upon his/her solicitation (field visit reports, coordination meeting, workshop, meeting minutes, etc.)
• Actively participates to coordination meetings and workshops;
• Contributes to efficient internal coordination between technical sectors and with other departments.
CHARACTERISTICS OF THE POSITION:
The position is based in Sana’a / Aden Yemen. The expatriate is expected to travel between HI bases (Aden, Mokha,Sana’a, Hodaideh and Hajjah). In the five locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas.
The mission has put in place adequate security rules and processes to allow teams to work in a safe environment. Despite the country’s situation, the risk for expatriates remains limited and no critical incident happened over the past period.
Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.
Dress code: Men will be required to wear long pants and at least a short-sleeved shirt. Women are required to wear the abaya and hijab (headscarf) outside of the compound. For female staff in the office, appropriate attire includes long pants and long sleeve shirts.
YOUR PROFILE:
• You hold a master’s degree in clinical psychology, social sciences, social anthropology, law and women’s rights, sociology, gender, cultural studies or other relevant field
• You have minimum 5 years of professional experience in the field of protection (in particular GBV prevention and response or broader gender programming) and in MHPSS
• You have experience working in a conflict or post conflict zone required.
• You demonstrate excellent conceptual and theoretical understanding of rights-based approach and rights of persons with disabilities, rights of children and women.
• You master building capacities, including training and mentoring staff remotely You like to realize representation and networking

• 12 months International contract starting from 15th December 2024;

• Salary from 2757€ gross/month upon experience;
• Perdiem: 590,40€ net/month – paid in the field
• Hardship: 500 € net/month paid with your salary
• Paid leaves: 25 days per year;
• R&R: 5 days every 8 weeks
• Position:
• Mission unaccompanied:
o Payment for travel costs (air ticket & visa) and transport of your personal effects;
o Child allowance of 100€ per month, per child (from the second child) paid in the field
• Housing: Collective taken in charge by HI;
• If you are resident in the country: local package.
