Job Description

In Yemen, IOM implements a multisectoral response to provide humanitarian assistance, namely health protection, water, sanitation and hygiene, shelter, non-food items, cash-based interventions, camp coordination and camp management and displacement tracking matrix to meet the needs of the vulnerable populations including migrants, internally displaced persons and host communities. IOM aims to focus its efforts to support Yemeni authorities in taking steps towards understanding and practicing rights-based migration governance in line with the Global Compact on Migration (GCM) and relevant IOM frameworks including the Migration Governance Framework (MIGOF) and the IOM Migration Crisis Operational Framework (MCOF). To do so, IOM plans to mplement capacity development initiatives and encourage dialogue for identification of priorities and provision of evidence-based recommendations. Acknowledging the importance of a consultative process in advancing migration governance, IOM will closely work with a wide range of relevant stakeholders both in Yemen and along the “Eastern Route” (through the Regional Migrant Response Plan (RMRP) for the Horn of Africa and Yemen) including national and local authorities, academia, and civil society to develop a vision and find sustainable solutions for existing migration-related challenges. As a first step towards this initiative, a comprehensive feasibility study will be developed to assess the current operating environment and identify key priorities of and actions led by the Government of Yemen to support the development of a sustainable migration governance system. The assessment will be done in line with the FCDO guidelines on Understanding Political Economy Analysis and Thinking and Working Politically.

Responsibilities

  • In line with the FCDO guidelines on Understanding Political Economy Analysis and Thinking and Working Politically, develop the Terms of Reference (TOR) and workplan for the feasibility assessment.
  • In coordination with the Heads of Sub-offices and Senior Programme Coordinator, identify key stakeholders in the country for strategic engagement.
  • Regularly hold consultations with the national and local authorities on key migration governance and policy priorities. Outline actions and recommendations for enhanced support to the authorities in promoting better migration management and improved protection of migrants.
  • Conduct a deks review of all relevant laws and policies related to migration and compile and anylize relevant data on the migration context in Yemen to inform the feasibility assessment.
  • Assess critical capacity gaps and needs among stakeholders to inform the feasibility assessment.
  • In coordination with the relevant thematic units, undertake field travel to conduct key informant interviews (KIIs) and/or focus group discussions (FGDs).
  • Hold regular briefings with the relevant thematic units and the donor on the progress.
  • In coordination with the Senior Programme Coordinator, identify and recommend programmatic initiatives in the framework of the project.
  • Performance indicators for the evaluation of results
  • Development of a TOR for the feasibility study, presented to and approved by IOM and FCDO.
  • Weekly progress updates on the tasks accomplished.
  • Regular reports submitted on a monthly basis, clearly demonstrating progress in the implementation of tasks, challenges encountered and recommendations for the way forward.
  • Development and submission of a comprehensive feasibility study in line with FCDO’s guidelines encompassing a clear analysis of the migration context, operational environment/stakeholders, migration governance and policy priorities.

Qualifications

Education

  • Master’s degree in Political Science, Migration Studies, Humanitarian Law, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above field with seven years of relevant professional experience.

Experience

  • Experience in management of migration governance programmes, migrant protection, migration policy or other relevant thematical area.
  • Experience in liaising with governmental authorities, diplomatic representations and international institutions.
  • Experience in advocacy with a governmental and/or non-governmental organizations is an advantage.

Skills

  • Excellent communications skills, both oral and written; Ability to represent the Organization in various forums.
  • Sound knowledge of the migration related topics, especially in the Middle East and East and Horn of Africa region.
  • Strong liaison and negotiation skills.
  • Ability to facilitate capacity building workshops and trainings.

Languages

  • Fluency in English (verbal and written)

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required

  • Travel may be required within the country.

IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
