Background
MMAP Inc. implements a Third-Party Monitoring (TPM) project funded by the US Department of State Office for Weapon Removal and Abatement (WRA) with the purpose of monitoring and verifying U.S.-funded Conventional Weapons Destruction (CWD) and Explosive Ordnance Risk Education (EORE) activities in Ukraine at regularly scheduled intervals to confirm the accuracy of PM/WRA Implementing Partners’ reports and the compliance with the terms and conditions of their respective agreements or contracts.
Description of Duties
The Mine Action (MA) Third Party Monitoring Field Officer will be deployed to one of the country regions with work covering the several oblasts of Ukraine.
Under the overall guidance of the Mine Action Third Party Monitoring (TPM) Project Manager (PM) and/or immediate supervision of the Mine Action Third Party Monitoring Field Team Leader, the MA TPM Field Officer will be tasked and responsible as follows:
- Participate and assist in the overall TPM planning process and assist the TPM PM/TPM Field Team Leader in the preparation of the data relevant to the field visits; development and implementation of field assessments, surveys, and data collection methodologies.
- Сonducting field visits to monitor and verify PM/WRA’s IPs activities regularly, planning the visits proportionally taking into consideration the relevant IPs, tasks, periods, and area, and visiting IPs activities for each PM/WRA’s IPs on monthly basis in accordance with the project objectives.
- Preparing the Monitoring and Verification Reports/updates on a regular basis (daily/weekly), considering the CWD and EORE impact over the beneficiaries and environment.
- While conducting the field visits, engage local communities to determine and confirm CWD and EORE activities in their locationto assess whether access to basic social services and economic opportunities had improved through the activities of the PM/WRA’s IPs. This includes field visit data, focus group discussions (FGD), key informant interviews (KII), and desk reviews.
- Ensure the data collection process and conduct after-action reviews after site visits and include the same information in the daily/weekly reports, and upload reports and data to the database.
- Conduct internal quality assurance and quality control of the collected data, to ensure the integrity of M&V data through relevant monitoring and tracking tools and sharing with Information Management Officer (IMO) for consolidation, analyses, validation and further reporting.
- Establish and maintain excellent working relationships with the IPs in areas of responsibility and interest. Also, build and establish strong relationships with the National Mine Action Authorities (NMAA), Mine Action Center (MAC) locally, other stakeholders and IPs.
- Work closely with IPs to ensure that project-relevant information is shared promptly and liaise with IPs to facilitate implementation, data cross-check, and review.Assist in conducting and coordinating the regular site visits with Implementing Partners (IP) and prepare mission reports.
- Provide weekly reports based on thefield monitoring/verification visits of the activities conducted by IPs. Report any capacity gap or critical non-conformities observed during the visits.
- Conduct field visits to the IPs’ ongoing and completed tasks proportionally and in accordance with project objective set for each IP in the area of responsibility.
- Assist in maintaining the TPM tracking and planning tools to ensure that all records are registered and shared with IMO.
- Complete additional tasks assigned by the Country Representative, TPM Project Manager, and TPM Field Team Leader.
- Participate on the internal capacity building program and provide trainings internally for the TPM staff (if required).
- Act as security focal point when security staff is not joining the field visit.
Requirements
Required Competencies & Knowledge:
- Excellent organizational skills with the ability to coordinate activities.
- Excellent communication and interpersonal skills and ability to establish relationships with stakeholders, with good negation skills.
- Knowledge and understanding of mine action mandates and operations.
- Capacity to produce coherent and good-quality reports.
- General computer skills (use of MS Office package), Power BI data visualization tool, and ActivityInfo data collection tool (desirable).
- High level of motivation and proactivity.
- Ability to work under pressure and long hours at different locations.
- Flexible and adaptable to any situation.
- Self-reliant and able to work independently.
- Ability to work independently with minimum supervision.
- Willingness and ability to work in high-risk areas with minimum living conditions.
- Excellent physical condition.
- Possession of a valid automobile driving license and ability to drive both automatic and manual transmission.
- Ability to cope with physical hardship and willingness to work extra hours in an environment with limited infrastructure.
Academic Qualifications/Experience/Language
- Bachelor’s degree in social sciences, humanitarian and/or development studies, or relevant field.
- Minimum 2 years of relevant experience within the Mine Action Operations.
- Minimum 1 year of work experience in Humanitarian Organizations or an International environment or/and within operational missions with humanitarian mine action, commercial mine action, arms control, weapon contamination, and/or military engineering portfolio.
- Experience in working in complex and volatile contexts.
- Intermediate (upper intermediate) level knowledge of English (written and spoken).
- Knowledge of Ukrainian and/or Russian language is mandatory.
- Knowledge and/or experience in the International Mine Action Standards (IMAS), Information Management System for Mine Action (IMSMA), Battle Area/Mine Clearance, Explosive Ordnance Risk Education, Technical/Non-Technical Survey, Land release process, Information Management / Geographical Informational System (GIS);
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse views, while maintaining impartiality and objectivity.
