Overview of Pakistan Building Healthy Families:
Building Healthy Families Activity (BHFA) is a USAID-funded 5-year project aiming to improve population health outcomes in Pakistan through stronger primary health care systems and encouraging uptake and continuation of voluntary FP/MNCH services. Using a market development and health systems strengthening approach, BHFA will support the GOP in Sindh & KP province and the private sector institutions to achieve three results:
- Increase the capacity of the government and private health institutions to lead resilient, responsive FP/MNCH systems;
- Improve utilization of quality FP/RMNCH products and services; and
- Empower men and youth to communicate about, demand, and use essential services
As a member of the BHFA consortium, Chemonics will lead the strengthening of the following sub-systems: commodity security, supply chain, and last mile distribution; HRH management and planning; government stewardship of mixed health systems and developing health markets; pandemic preparedness; maternal and perinatal death surveillance and response system; and the integration and use of data from different information systems.
Purpose of this TA:
The primary objective of hiring the consultant is to draft a revised version of the Minimum Service Delivery Standards (MSDS) for Hospitals and Quality of Care. The revised standards will serve as a framework to enhance the quality of healthcare services provided by hospitals and healthcare facilities.
Scope of work:
- Review the existing MSDS for Hospitals and Quality of Care, along with any relevant guidelines, policies, or frameworks.
- Conduct a comprehensive analysis of best practices, international standards, and emerging trends in healthcare quality and service delivery.
- Identify gaps, areas for improvement, and updates required in the existing MSDS to align with current healthcare practices and regulations.
- Collaborate with key stakeholders, including healthcare providers, regulatory bodies, and professional associations, to gather input and feedback for the revision process.
- Develop a draft revised version of the MSDS, incorporating recommendations, updates, and enhancements based on the analysis and stakeholder input.
- Ensure that the revised MSDS is comprehensive, evidence-based, and aligned with national healthcare priorities and standards.
- Provide rationale and justification for proposed changes, including references to relevant research, guidelines, and literature.
- Prepare accompanying documentation, such as explanatory notes, implementation guidelines, and training materials, to support the adoption and implementation of the revised MSDS.
Deliverables:
The consultant will be expected to deliver the following:
- Draft Revised MSDS Document: A draft version of the revised Minimum Service Delivery Standards (MSDS) for Hospitals and Quality of Care, incorporating recommendations, updates, and enhancements based on the analysis and stakeholder input.
- Documentation and Justification: Rationale and justification for proposed changes in the revised MSDS document, including references to relevant research, guidelines, and literature.
- Feedback Incorporation: Incorporation of feedback, inputs, and suggestions received during the consultative meeting into the draft revised MSDS document.
- Final Revised MSDS Document: Submission of the final revised version of the MSDS for Hospitals and Quality of Care, along with accompanying documentation and recommendations.
ReportIng:
The consultant will collaborate closely with the assigned KP HCC Project Manager and the Deputy Team lead HSS BHFA based in Islamabad.
Level of Effort: The expected duration of the assignment is three (03) months with a total LOE (Level of Effort) of 30 days distributed as a maximum of 10 working days per month
Required expertise:
The individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties:
- Bachelor of Medicine, Bachelor of Surgery (MBBS) degree from a recognized institution.
- Extensive experience in healthcare quality improvement, standards development, or related fields.
- In-depth knowledge of hospital service delivery standards, quality assurance mechanisms, and accreditation processes.
- Demonstrated ability to conduct research, analysis, and synthesis of complex healthcare data and information.
- Strong writing skills, with the ability to draft clear, concise, and technically accurate documents.
- Experience working with multidisciplinary teams, stakeholders, and subject matter experts in the healthcare sector.
- Familiarity with relevant national and international healthcare policies, regulations, and guidelines.
