Overview of Pakistan Building Healthy Families:
Building Healthy Families Activity (BHFA) is a USAID funded 5-year project aiming to improve population health outcomes in Pakistan through stronger primary health care systems and encouraging uptake and continuation of voluntary FP/MNCH services. Using a market development and health systems strengthening approach, BHFA will support the GOP in Sindh & KP province and the private sector institutions to achieve three results:
- Increase capacity of the government and private health institutions to lead resilient, responsive FP/MNCH systems.
- Improve utilization of quality FP/RMNCH products and services; and
- Empower men and youth to communicate about, demand, and use essential services.
As a member of BHFA consortium, Chemonics is one of the partners, implementing the Health System Strengthening (HSS) component. This technical support to the government and local organizations aims to improve health system’s preparedness for pandemics and public health emergencies, human resource training, streamlining the family planning data in various information systems (MISs) and strengthening the regulatory role of the Sindh government over public as well as private sector, especially focusing on improving the access to FP/MNCH services.
Objective of the Consultancy:
Based on the requests from government stakeholders, the project aims to enhance the capacity of its in-house MIS team through hiring a professional Mobile App developer. The consultant will work under direct supervision of the Deputy Team Lead.
Principal Duties and Responsibilities:
The consultant in coordination with MIS team and stakeholders will be responsible for the followings:
- Design, Develop, Enhance, and Maintain Mobile Apps:
- Develop mobile apps aligned with stakeholders’ requirements.
- Key functionalities include:
- Locating the nearest vaccination centre.
- Facilitating appointment bookings at vaccination centres (integrated with EPI Call/Help centres).
- Providing answers to frequently asked questions.
- Offering access to all supporting EPI content to aid the community.
- Supporting interventions to enhance vaccine immunization coverage.
- Enhancement and Bug Removal for Public Sector Mobile Apps:
- Enhance and debug existing mobile apps deployed in the public sector.
- Requirements Gathering and Technical Documentation:
- Gather requirements from stakeholders.
- Develop comprehensive technical documentation.
- Deployment of Mobile Apps:
- Deploy mobile apps on mobile stores for public access.
- Technology Transfer to BHFA and Government IT Teams:
- Transfer technology and knowledge to BHFA and government stakeholders’ IT teams for sustainability and autonomy.
Required Skills and Qualifications:
The individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties:
- Expertise in React and React Native
- BS degree in Information Technology / Computer Sciences or related discipline required.
- Minimum of five (5) years of experience in relevant field
- Experience with health/development sector will be preferred.
- Experience with EPI program will be preferred.
- Excellent interpersonal and communications skills
- Demonstrated leadership, versatility, and integrity.
- Fluency in English required.

Period of Performance and LOE
The expected duration of the assignment is six (06) months with a total LOE (Level of Effort) of 120 days distributed as maximum 20 working days per month.
Supervision
The consultant will report directly to the Deputy Team Lead
