GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

GENERAL OBJECTIVE
During field assignments, the person in this role will act mainly as Medical coordinator, reporting to the Emergency health advisor and Emergency Coordinator. The primary focus during these assignments will be on defining medical/operational strategy, implementing policies, protocols, and systems, as well as providing technical support in Medical/Health areas of expertise to ensure an effective emergency response and coordination.
During periods where working from HQs he/she will ensure the proper support to operations/missions within portfolio, in consultation with and per delegation of TESAUE, prioritizing support to Medical coordinators in the field.

MAIN RESPONSIBILITIES

  • Response to emergencies:

    • Preparedness & conduction of exploratory missions for MSF OCBA.
    • Plan the medical strategy to response the emergency intervention.
    • Ensure the implementation of medical technical activities in the emergency intervention.
    • Advises on the composition of the teams (size, expertise, diversity) ans Collaborates with HR in the matching of medical emergency field positions.
    • Carry out technical briefings and debriefings of medical professionals in his/her cell, involving Technical-Medical Referents when needed, and identify individual training needs.
    • Connecting field teams with Medical-technical referents in HQ when requiring advice.
  • Ensure appropriate procurement, monitoring and management of medical supplies in staffing and HR processes:

    • Ensure the correct monitoring and management of medical supplies by the medical teams in the field, together with the emergency medical Coordinator. Ensure that all OCBA procedures are followed for local purchases, and donations, of medical commodities.
    • Collaborates with TESAUE support to formulate initial medical orders when launching interventions and to validate medical orders following standard quality procurement procedures.
  • Others:

    • Support TESAUE or TESAUE-support during the setup and scaling of complex emergency response programs in the field, being potentially in charge of part of the TESAUE portfolio for a given period of time.
    • Substitute TESAUE or TESAUE-support for short periods during leaves.
    • Gap filling in the field of key and essential medical positions.
    • Participate in MSF international EU meetings at the request of the TESAUE.
    • Participate in OCBA Medical Department meetings.

SELECTION CRITERIA

  • Medical or Nursing degree.
  • MSF experience of minimum 24 months or 4 missions and preferably in different types of emergencies (nutritional crisis, epidemics, vaccination, conflict, displacement..) and insecure contexts, preferably in different regions of the world.
  • Excellent communication and interpersonal skills.
  • Essential French and English, Spanish, Portuguese and Arabic an asset.

CONDITIONS

  • Homebased position when not deployed in the field during interventions (50% of the working time but subjected to change if required).
  • Full-time position.
  • Duration: 2 years with possible extension.
  • Annual gross salary: IRP2 level 6 + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
  • Starting date: As soon as possible.
