Counterpart International seeks a Monitoring and Evaluation, Collaboration, Learning and Adaptation (MEL/CLA) Manager to support its five-year USAID-funded program Climate Adaptation Activity in the Dominican Republic. The Climate Adaptation Activity seeks to build locally led, long-term resilience to climate change by promoting sustainable livelihoods and water security, which should result in significant environmental gains in the Dajabon watershed, beyond the province and into Haiti. By engaging communities, leveraging private funding and public resources, enabling data informed decision-making, and building diverse partnerships grounded in inclusion and market-based approaches, the Climate Adaptation Activity will accelerate sustainable social, economic, and environmental outcomes.

The MEL/CLA Manager is responsible for leading the work to be done in this area, including technical and supervisory responsibilities. The position will provide senior technical leadership in adaptive management and learning activities to facilitate a collaborative and adaptive management culture. The MEL/CLA position is based in Santiago, Dominican Republic. This position will report to the Chief of Party.

Responsibilities

  • Lead all Monitoring, Evaluation activities, as well as coordinate Collaboration, Learning, and Adaptation activities and knowledge management of the project, including the design, implementation, and updates of the MEL plan, the development of learning and adaptation tools and methodologies, as well as the documentation and analysis of quality data collection processes.
  • Develop and implement a Collaboration, Learning, and Adaptation plan that outlines key questions, stakeholders and their roles, and stakeholder engagement at multiple levels.
  • Employ robust Collaboration, Learning, and Adaptation practices, based on USAID documents and methodologies and other relevant technical sources, tailored to the stages of the project cycle across MEL work, and facilitate the use of Collaboration, Adaptation, and Learning methodologies and practices in internal processes and with implementing partners.
  • Work closely with the entire program team to support MEL capacity building internally and with implementing partners.
  • Coordinate and collaborate with the home office MEL team to ensure that the project MEL information is adequately documented and uploaded using Counterpart’s DevResults platform.
  • Provide technical assistance, training and support to the project’s partners, and grantees to ensure compliance with the project’s MEL requirements.
  • Serve as a convener for dialogue and learning on emerging or conjunctural issues, help identify and respond to key learning issues, and coordinate efforts among stakeholders (project team, partners from both civil society and government).
  • Prepare, or coordinate, quarterly, and semi-annual reports to be submitted to USAID and any necessary technical documents to share with the donor, parent company, or other interested parties.
  • Ensure that M&E information is fully utilized through knowledge sharing and strategic learning processes, to accelerate innovation and bring innovations to programmatic work.
  • Ensure that M&E information is effectively shared through engaging communication products and participatory learning events with USAID, partners, and other stakeholders.
  • Supervise and provide professional development opportunities for the staff under his/her charge, ensuring they have effective technical support for their duties.
  • Any other activity delegated by the Chief of Party or designee related to the work in charge, for the fulfillment of the project’s objectives and expected results.

Qualifications

  • University degree in areas related to monitoring and evaluation, organizational learning, development cooperation, public administration, business or development, political science, public policy, economics or similar.
  • Relevant experience of at least eight (8) years in strategic planning, monitoring and evaluation, project design, learning facilitation, and/or knowledge management, including experience in applying learning to improve international development programs and systems change for adaptive management of development organizations or agencies.
  • Experience in using data and information gathered through monitoring and evaluation processes to support the development of communication and knowledge sharing products to effectively communicate the project’s impact and success to the donor community and the everyday citizens.
  • Knowledge of policies, regulations, procedures, and practices of donor funded projects on monitoring and evaluation, collaboration, learning and adapting, baselines, and evaluations, among others.
  • Must be professionally proficient in English and Spanish.
  • Use and knowledge of software to support monitoring and evaluation activities and management of MS office suite.
  • Effective communication, supervision, and management skills.

Preferred

  • Master’s degree in statistics, international development, or other social sciences relevant to the position.
  • Experience in the design and production of analytical research on public policy.
  • Experience in applying a gender and social inclusion approach in learning events.
  • Previous experience in governance projects funded by development cooperation agencies.
