This is achieved through the design and implementation of policies and programs that address the country’s development challenges. Collaborating with the European Union, UNDP aims to enhance the social and economic well-being of vulnerable refugees and host populations in Jordan, reducing relative inequalities. This collaboration focuses on effective funding planning, coordination, and management, strengthening institutional capacities at the Ministry of Planning and International Cooperation (MoPIC) to manage the Humanitarian, Development, and Syria Crisis Response (HD&SCR) efficiently. The Project seeks to align funding management with national priorities, international commitments, and responses to the Syrian crisis, accelerating Jordan’s progress toward human and sustainable development.

The objective will be achieved through: (1) Supporting strengthening human, institutional, digital, and technical capacities for HD&SCR funding coordination and management within MoPIC, targeting, namely, the Foreign Funding Unit and Humanitarian Relief Coordination Unit. Support will also be extended to MoPIC-related departments and sections, including the Aid Coordination Section (ACS); (2) Enhancing alignment of aid with national priorities and international commitments through dialogue, empirical data, and research; (3) Strengthening partnerships, communication, and ODA diplomacy.

Additionally, institutional governance shall be enhanced, raising human resource capacities of the relevant aid management units at MoPIC, including enhancing Results-Based Management (RBM); data management; communication and outreach; monitoring & evaluation (M&E) and reporting capacities. EMFF will support strengthening of Official Development Assistance (ODA) research as a source of information and knowledge on aid flows. Decision and policy making, as well as donor coordination, will be supported by dialogue, empirical data, and research.

The project will develop mechanisms for monitoring, evaluation, and reporting of results. The trajectory of the Project is envisaged to reconcile new and existing digital tools, along with any third-party interventions that support aid monitoring and funding management at MoPIC; through assessments, upgrading and alignment as needed to construct a wider, unified, and integrated data system leading to improved policy and programme design and delivery, while at the same time enhancing accountability, advancing transparency, and results management.

 

Institutional Arrangement

The M&E Data Management Officer will work under the guidance of the Governance and Peace Pillar Team Leader and in collaboration with the Project’s Team at UNDP and the Ministry of Planning and International Cooperation.

 

Duties and Responsibilities

The M&E Data Management Officer has overall responsibility for monitoring, evaluation, learning, and results-reporting activities for the project.  Key tasks include:

Development of M&E Framework:

  • Lead on development and completion of the project M&E framework based on the final approved project work plan.
  • Set up and maintain a database for the management of the indicator framework.  In collaboration with data providers, identify data sourcing methods and agree on all aspects of budget, frequency, reporting, etc.
  • Collect and document baseline information and provide monitoring data to key project management processes.
  • As required, support the development of the performance management/monitoring systems in accordance with their strategic and operational plans.
  • Systematically document and disseminate project lessons.
  • Support developing a centralized dashboard for monitoring and evaluation of projects’ cycles for HRCU and FFU compatibility and complementarity with existing digital systems at MoPIC and aligned to national digital transformation policies and standards.
  • Ensure gender equality and social inclusion (GESI) is integrated into the M&E framework and results reporting, in coordination with the project’s Gender Specialist.

Implementation of M&E Framework:

  • Set up and maintain a database for the management of the indicator framework.  In collaboration with data providers, identify data sourcing methods and agree on all aspects of budget, frequency, reporting, etc.
  • Support efficient implementation, monitoring, and evaluation of the Jordan Response Plan (2024-2026) (JRP), as well as effectively report and deliver on resilience, sustainability analysis, and protection components, through the introduction of markers and trackers.
  • Collect and document baseline information and provide monitoring data to key project management processes.
  • Oversee and execute M&E activities as per the Annual Work Plan, with particular focus on results and impacts as well as on lesson learning. 
  • Prepare a quarterly results tracker with key activities, indicators, baseline and targets under four result areas to obtain quarterly progress towards attainment of the annual results. 
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed. 
  • Prepare draft TORs and evaluation questions for reviews and evaluations in accordance with UNDP guidance.
  • Ensure that project’s results are well captured in the UNDP’s corporate platforms:  Integrated Work Plan, ROAR, Annual Business Plan, Strategic Plan reporting etc.

Capacity development

  • Provide advice, support, and recommend assistance to project management in regard to monitoring and evaluation, performance management/ monitoring and results reporting.
  • Organize and provide training in M&E for project and counterpart staff and primary stakeholders with view to developing local M&E capacity.
  • Recommend and develop strategies to measure the performance of the Foreign Funding and Humanitarian Relief Coordination Units and support them to implement mechanisms for the collection and verification of performance data.
  • Support project staff in the reporting of project activities and undertake quality assurance of project activities.
  • Strengthen results-oriented planning, M&E, and reporting capacities at the Humanitarian Relief Coordination Unit (HRCU), Foreign Funding Unit (FFU), and Aid Coordination Section (ACS), supporting alignment of M&E processes with humanitarian and development objectives.
  • Support RBM training that will be provided throughout the project for relevant staff at the Ministry of Planning and International Cooperation and primary stakeholders. 

Lesson learning

  • Working with the Head of the Foreign Funding Unit, Humanitarian Relief Coordination Unit, and the Project team, supporting the design and implementation of a system to identify, analyze, document, and disseminate lessons learned. 
  • Document lessons learned by the project with a focus on results, impact, and outcomes, and present these at least every 6 months.

Analysis and Reporting:

  • Analyzing data to extract actionable insights and compiling findings into reports that inform stakeholders about the program’s progress, outcomes, and impact.

Performs other related duties, as may be assigned by the project manager or direct supervisor.

Required Skills and Experience

 
Education:
  • Advanced University degree (Master’s degree or equivalent) in strategic planning, business administration and management, social science/ Management, project management, monitoring and evaluation, or other related fields is required or 
  • A first Level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 
Experience:
  • Up to two years (with a Master’s degree) or minimum two years (with a Bachelor’s degree) in monitoring and evaluation, preferably in the field of development or humanitarian projects and development and humanitarian funding monitoring is required. 

Required Skills:

  • Proficiency in using M&E tools and software.
  • Experience in report writing.
  • Knowledge and experience in the field of strategic planning.
  • Good facilitation, and training skills.
  • Proficient in working with standard office computer software and basic database software (Access, Excel, etc.) suitable for M&E data management.

Desired Skills:

  • Specialized proven knowledge in Results Based Management and experience in the area of M&E methodologies and approaches.
  • Previous work in the field of strategic planning and performance management and measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Developing and delivering training in M&E development and implementation and/or facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders.

Required Language(s)

  • Proficiency in written and spoken English & Arabic is required.
