Task description

Within the delegated authority and under the supervision of Senior Stabilization Officer, the UNV Monitoring and Evaluation (M&E) and Reporting Officer will:

• Assist with the management, coordination, monitoring and reporting of UNDP’s projects and activities Pemba Sub-Office.

• Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact) for UNDP’s projects activities.

• Assist with the collection, analysis and management of data and information.

• Create and maintain a database for project performance indicators, track progress toward indicators, analyze data and verify the quality of the data.

• Ensure all grants have updated work-plan and performance management plan (PMPs) in tandem with all approved proposals, regularly reviewing and updating as needed.

• Suggest strategies to improve the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;

• Recommend further improvement of the logical framework

• Prepare project progress reports, monitoring reports, and other relevant documents.

• Contribute to the preparation of reports on the findings and lessons learned

• Contribute to internal and external communication strategy to disseminate good practices

• Lead and/or coordinate all Pemba based assessments, evaluations and performance evaluation tasks including planning and reporting on the same.

• Liaise with the project team based in the Pemba Sub-Office to plan, organize and conduct field missions and meetings with local authorities, community members and other stakeholders to plan, manage and monitor projects and activities.

• Collate/ prepare country/regional reports related to internal reporting such as the quarterly and annual reports.

• Review monthly progress reports from partners and ensure they have evidence to back-up and provide feedback to the respective staff.

• Prepare Issues Log and Risk Log for the project;

• Ensure data collected includes performance measures and indicators for Gender and Social Inclusion.

• Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.

• Support the implementation, dissemination and use of evaluations assessments and monitoring data in programme development, adjustment or review.

• Capacity building and training of M&E support staff (evaluators) on M&E technical and conceptual areas.

• Supervise and mentor M&E support staff in executing M&E plans.

• Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).

· Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.

· Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.

· Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

· Assist with the UNV Buddy Programme for newly-arrived UN Volunteers.

· Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
