KEY AREAS OF RESPONSIBILITY:
- Develop and implement a comprehensive MEAL system that aligns with USAID requirements and supports the project’s goals. This includes defining indicators, establishing data collection methodologies, developing tools, and ensuring data quality assurance processes.
- Lead the design and management of data collection systems to track project performance against established indicators. Ensure the integration of gender and social inclusion metrics into the MEAL framework.
- Oversee regular monitoring and evaluation activities, including baseline, mid-term, and final evaluations. Ensure that these evaluations provide actionable insights for adaptive project management.
- Monitor project activities to ensure alignment with the project’s results framework, conducting field visits for data collection, validation, and quality assurance.
- Capture lessons learned, document best practices, and facilitate learning sessions with the project team and stakeholders to promote continuous improvement and adaptive management.
- Recruit, supervise and train MEAL staff.
- Generate and submit accurate and timely reports, including monthly indicator reports, quarterly progress reports, and annual reports, ensuring compliance with USAID requirements.
- Provide technical leadership and capacity-building support to project staff and partners in implementing MEAL systems and utilizing data for decision-making and reporting.
- Work closely with the COP to coordinate and lead mid-term and final project evaluations, ensuring they meet USAID standards.
- Ensure the application of global best practices, including USAID’s Collaborating, Learning, and Adapting (CLA) framework.
- Build local capacity for sustainable data collection, analysis, and reporting by training and mentoring project staff, local partners, and community stakeholders.

QUALIFICATIONS AND EXPERIENCE
Essential
- University degree required. Graduate degree in public health, international development, social sciences, statistics, economics, demography, or other relevant field preferred.
- 6-8 years of senior experience in monitoring, evaluation, research, and learning for large-scale international development projects, preferably in maternal and child health, family planning, nutrition, or health systems strengthening.
- Strong leadership and management skills, with experience recruiting, developing and managing multi-disciplinary teams.
- Fluency in Spanish and English required.
- Strong data management, analytical, and report-writing skills.
- Ability to communicate complex technical information clearly and concisely to diverse stakeholders.
- Demonstrated experience in building local capacity in MERL methodologies.
- Strong experience and knowledge of USAID M&E guidelines, systems, and reporting requirements including Collaborating, Learning, and Adapting (CLA) principles, approaches, and their application to project learning and adaptation.
- Experience with participatory community-led approaches to project design and implementation.
- Experience with adaptive management and learning and reflection-based programming approaches.
- Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
- Commitment to child rights and to the aims and objectives of Save the Children.
