Program Summary:
Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health, Protection, and WASH programming through Project HOPE programs and local partnerships.
This position will be based in Gaza. Local Nationals Only.
POSITION SUMMARY:
The MEL Officer reports to the MEL Manager for the project. The primary responsibility of the MEL Officer is to ensure timely and complete data reporting from their catchment area to support better performance and greater accountability. To do this effectively, the MEL Officer will work closely with the MEL Manager and other MEL Officers, as well as with project technical management and staff, to ensure continuous dialogue that will support evidence-based management.
PRINICPAL RESPONSIBILITES:
- Ensure that all required information about activities is collected at all phases of implementation, and is accurate, timely, and complete.
- Support the project level work to set up DHIS2 for routine monitoring.
- Support service providers in using DHIS2 for data entry where needed; ensure other end users are trained and able to use DHIS2 for routine reporting.
- Oversee data collection, collation, storage, analysis, and reporting at field sites, ensuring that data is of high quality and audit worthy.
- Support the required program performance reporting process including donor reporting, Project HOPE quarterly reporting, and organizational KPI reporting.
- Participate in and support technical input and program quality assurance activities, such as data quality audits, partner capacity assessments, mid-term and final reviews, field monitoring and evaluations.
- Facilitate Collaborating, Learning and Adapting (CLA) activities to support the use of data and information from the M&E system for real-time decision-making to improve project implementation.
- Ensure compliance with all USAID, BHA, and, if/where applicable, host country government reporting requirements.
- Support the implementation of the Conflict Sensitivity approach across the response activities.
- Monitor and report on Project HOPE’s adherence to Do No Harm and the conflict sensitivity.
- (Safe and Effective Humanitarian Response) approach at the field level.
- Other duties as assigned.
MINIMUM QUALIFICATIONS:
- Bachelor’s in Public Health, International Development, Social Sciences, Statistics or related area.
- Minimum of five (5) years of applied experience with a humanitarian organization with implementing and managing field-level routine monitoring and assessment tasks and activities.
- Experience with M&E approaches for key donors such as USAID, BHA, ECHO, UN.
- Experience in health information database design and use, especially DHIS2.
- Experience using quantitative and qualitative data analysis methods and M&E practices to answer program learning and evaluation questions.
- Experience with mobile data collection platforms and applications.
- Flexibility and Adaptability: Adapts to challenges and changes in work environment.
- Teamwork and cooperation and can cope with stressful workload.
- Language: Arabic fluency; English competency an advantage

- This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
- Emergency deployments may be in resource-deprived environments with austere living conditions.
- Travel for extended periods may be by air and/or other modes of transportation.
- Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
