The Monitoring, Evaluation and Learning Officer will contribute with their effort to promote, design, implement, and manage effective MERLA system across program components. The Monitoring, Evaluation and Learning Officer will support program MEL activities in West Bank (including East Jerusalem) and Gaza, track progress on activity indicators, documentation, learning, and ensuring effective inclusion practices. The Monitoring, Evaluation and Learning Officer will work collaboratively with colleagues from TVET institutions and consortium partners.

Your Background & Skills
- Bachelor’s degree in business administration, research, mathematics, information management, data analysis, statistics, biostatistics, economics, social sciences, monitoring and evaluation, or other related fields.
- Minimum of 3+ years of relevant experience, in research or other related professional experience working on donor-funded international development programs, and experience in MEL roles.
- Demonstrated experience with monitoring, evaluation, data analysis and learning best practices, including data collection, measurement, and reporting.
- Experience working with data collection, analysis, and visualization tools.
- Experience conducting surveys or research and ability to proficiently articulate findings in English.
- Excellent communication, teamwork, and interpersonal skills including conflict resolution abilities.
- Demonstrated knowledge in inclusion and participatory development practices.
- Excellent command of common data collection, analysis tools, and visualization e.g., excel, Power BI, Visio, power point, or similar.
- Knowledge and experience of quantitative and qualitative data analysis approaches, data visualization and presentation.
- Understanding of USG regulations and policies, especially related to MEL and CLA.
- Strong representational and organizational skills.
- Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
- Must be fluent in English and Arabic
- Must demonstrate valid proof of residency/work authorization in Palestine.
Your Daily Tasks
- Support program MEL activities in the West Bank & Gaza, track progress on activity indicators, and ensure effective inclusion practices.
- Contribute to data collection, analysis, and on-going Collaboration, Learning, and Adaptation approaches in the work and in coordination with the MEL Director.
- Support on going data entry and reporting into IREX various data platforms, ensuring high quality that meets USAID DQA criteria and requirements.
- Ensure monitoring activities are conducted on schedule and participate in evaluations.
- Support data analysis, reporting and presentation to different audiences and target groups.
- Maintain full archiving of project data and supporting documentation on SharePoint and other platforms as required.
- High-level proficiency in Excel and Power BI, including use of pivot tables, formulas, and charts, required.
- Strong analytical skills and experience with statistical analysis software required.
- Draft learning & evaluation plans together with project teams and partners to ensure timely, accurate, and thoughtful completion of deliverables.
- Contributes to timely and accurate reporting and other deliverables to USAID.
- Contributes to surveys and assessments design, analysis, and reporting assigned.
- Work collaboratively to support the program to adaptively respond to changes in the operating environment to meet the desired objectives.
- Support a collaborative team approach between and with colleagues, partners, TVET institutions, and other stakeholders to ensure effective programming.
- Communicate information obtained through MEL activities to IREX staff and partners as required.
- Coordinate with partners during all stages of monitoring and evaluation processes and provide guidance where needed.
- Ensure data collection process is functioning in all activity locations to provide quality data within deadlines.
- Contributes to proper budget management and financial spending for program components.
- All Forsah TVET staff will meet high standards of financial management and compliance, including contributing to accurate and timely vetting under MO21.
- Support the establishment, cultivation, and maintaining of relationships with the ecosystem of program stakeholders, including public sector entities, civil society organizations, community-based organizations, and local governments, donors and implementers, program beneficiaries, and others.
- Applies PYD approaches and Do No Harm approaches and address Gender and Disability Inclusion considerations and Environmental considerations in their work.
- Other duties as assigned.
