BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetime. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. The world Food Programme Somalia activities include food assistance for relief, emergency school feeding, nutrition, and food assistance for assets creation through provision of in-kind and cash-based transfers.
WFP has been operating in Galmudug since 2009 and is the most prominent humanitarian actor in the state. WFP serves Galmudug State and coordinates its activities with the Garowe office in north Galkayo under Puntland State. The Galmudug Area office has a subsidiary field office in Dhusamareb, Galguduud. WFP can access all areas in both regions except for some villages where insecurity remains a concern. However, efforts are ongoing to expand access and reach these areas with the required assistance.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Manage the process monitoring for all activities, produce regular monitoring reports, and contribute to donor and Adhoc reporting through data analysis and visualization of findings by developing innovative, user-friendly, and informative products. Review, revise, and develop necessary tools for output and process monitoring and data collection and train staff and cooperating partners on proper usage.
- Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
- Manage evaluations and ensure the final reports and management recommendations are produced to high professional standards in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance (DEQAS) and the findings are readily disseminated amongst all stakeholders to inform policy, strategy and programme design and implementation and improve WFP’s assistance.
- Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review, and evaluations findings accessible, developing innovative, user-friendly, and informative products.
- Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.
- Support programme activity managers in ensuring AO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
- Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.
- Contribute to the regular post distribution monitoring (PDM) and other surveys for reporting corporate outcome indicators, advising upon the design of questionnaires, budgeting and contracting, field data collection, data analysis and report writing and dissemination.
- Ensure the integrating of protection and gender perspectives in all the surveys and identify areas in monitoring where the same can be enhanced with support from the Gender & Protection unit.
- Work collaboratively with Accountability to Affected Population (AAP) focal point to ensure regular revision of guidance in line with Community Feedback Mechanism (CFM) guidance to ensure successful triangulation and escalation of issues.
- Support Galkayo Head of Area Office and Head of Program in addressing recommendations from monitoring, reviews and evaluations through development and follow-up of action plans for PDMs, Reviews and Evaluations undertaken by the Country Office.
- Manage M&E staff and guide them as required to enable high performance of the team. Build and strengthen M&E capacity of WFP staff and partners including government counterparts through designing PMLE programs, delivery of training and information sharing for better tracking and reporting on results.
- Support the Programme Unit, Supply Chain, and other units across the Area office to identify and document lessons learned, best practices, and areas for improvement.
- Perform other related duties as required.
QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:
Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience: At least three (3) years of experience in monitoring and evaluation activities. Experience using a variety of quantitative and qualitative analytical tools and methods.
Language: Fluent knowledge (proficiency/level C) of English and Somali language.
Other skills:
- Experienced in collecting and analyzing both numerical and descriptive data to assess program performance.
- Skilled in creating clear, precise M&E reports.
- Detail-oriented with a strong focus on accurate data handling.
- Able to effectively communicate M&E findings to stakeholders.
- Capable of identifying issues and offering data-based solutions.
- Familiar with UN policies, rules, and procedures.
- Proficient in using Microsoft Excel or other data analysis tools.
