Overview of position

  • Under the overall guidance of the Head of the Aden Sub Office & direct supervision of the Fisheries Program Chief Technical Advisor & Head of the Engineering Unit, our client in Yemen intends to hire a qualified & motivated Civil Engineering Associate with a background in fisheries based in the Aden Sub Office to provide support for the overall management of the fisheries program advising on all engineering works & technical aspects of the program associated with harbour & landing site infrastructure.
  • The Civil Engineering and Fisheries Associate will collaborate closely with operations, program & projects teams in the country office.

Role objectives

Summary of key functions:

  • Supporting the implementation of engineering strategies.
  • Provide technical input from overall fisheries perspective with regards all engineering processes.
  • Supporting the efficient management of construction projects & engineering processes.
  • Supporting the supervision & monitoring of civil / construction projects.
  • Collaboration with relevant institutions & facilitation of knowledge building & knowledge sharing.

Specific tasks & responsibilities include but are not limited to:

Supporting the implementation of engineering strategies:

  • Full compliance with our clients rules, regulations, policies & strategies; implementation of the effective internal control, proper design & functioning of client oriented engineering services workflows.
  • Support the engineering services process in the country office.
  • Supporting in the constant monitoring & analyses of the environmental, timely readjustment of the operation, advice on legal consideration & risk assessment that impacts the engineering services.
  • Providing technical advice & support for construction projects implementation.
  • Supporting the development of guidelines for civil works initiatives.
  • Support reviewing requests for new constructions, rehabilitation works & preparing the follow up action plan.
  • Providing the required support to our clients projects at the assessment & implementation stages.

Supporting the efficient management of construction projects & engineering processes:

  • Assist in ensuring effective & efficient management of civil works & construction projects.
  • Providing technical support for planning, designing & reviewing the construction & rehabilitation projects.
  • Participate in the assessment processes of required locations & prepare Bills of Quantities (BoQ’s) / technical specifications, cost estimates & scope of work pertaining to civil works.
  • Assisting in reviewing technical documentation (design, drawings, BoQs & technical description).
  • Assists in the preparation of tender documents pertaining to the civil works of new projects (designs, BoQ’s, cost estimate & technical specifications) in accordance with International codes & relevant work practices.
  • Assist in the analysis & review of the offered unit rates against the cost estimate in correlation with BoQs, provided by contractors & to assess whether they are realistic.
  • Participate in the evaluation of bids & selection of the best bidder to the tender for construction works & assessment of the bidder’s competencies & experience against minimum qualification requirements as per the tender requirements.
  • Upon request, liaise & coordinate with counterparts & others, to identify project components & their needs to achieve proper planning & timely implementation of the projects.

Supporting the supervision & monitoring of the implementation of civil works / construction projects:

  • Assist in supervising the works in accordance with the contract documents & the procedures established by our client to ensure that the civil works are implemented in accordance with the designs, technical specifications & other contract related documents.
  • Monitor the progress of works & prepare the status report according to contract schedules, specifications & project plan.
  • Supervising contractors’ performance in all matters related to the civil works & ensuring that the minimum safety requirement is adhered to, in all the ongoing projects sites.
  • Check & review material submittals & equipment incorporated in the works to ensure compliance with designs, specifications, instructions & safety regulations as per contractual agreements.
  • Ensure that the health & safety measures are adopted & followed to the full extent & with no deviation & if needed, instruct additional safety measures.
  • Assist in ensuring the correct implementation of the works according to technical specifications, drawings, workmanship & quality of materials.
  • Review the contractor’s work schedules & updates thereof; closely monitor the work progress.
  • Preparation of inspection / progress reports.
  • Verify the works submitted by contractors & / or consultants, check & record the measurements of the executed works & provide a report to Head of the Engineering Unit for preparation of payment certificate.
  • Attend weekly & monthly site/office meetings & take minutes of meetings to be given to the Head of Unit.
  • Inform the Head of Engineering of any problem which may raise with the contractor.
  • Provide reports for contractor claim & / or variations of orders for approval of Head of the Engineering Unit.
  • Assist in the preparation of inspection of written snag lists for substantial & final project handover.
  • Maintain a filing system for all site memos & instructions, measured quantities of work & materials on site, reports, other documents & correspondence pertaining to the construction activities.
  • Carry out any other tasks related to the works & project given by attending weekly & monthly site / office meetings & taking minutes of meetings to be given to the Civil Engineering Associate.

Collaboration with relevant institutions & facilitation of knowledge building & knowledge sharing:

  • Assist in the pre bidding process to establish roster of competent contractors in the country.
  • Assist in training sessions for the contractors on how to work on the bidding documents to enhance the capacity & quality of the submission.
  • Make regular contributions to the engineering processes knowledge network & other communities of practice.
  • Share relevant operational experiences in civil work / construction projects with colleagues & counterparts.
  • Learning & sharing knowledge & encouraging the learning of others.

Advise on all issues associated with fisheries:

  • Assist & advise on all issues associated with planning & investments in infrastructure that will support the fisheries sector in particular that associated with landing sites.
  • Assist & advise on all procurement of significant inputs associated with the fisheries sector in particular those associated with the purchase of inputs for the production of ice.
  • Provide significant input to any processes engaging with the private sector associated with the fisheries sector.
  • Provide advice & input with regards sustainability for all investments in the fisheries sector.

Additional responsibilities:

  • Serve on evaluation panels for procurement of construction or engineering companies and services & participate in recruitment panels for staffing when requested, ensuring thorough & fair evaluation processes within the Yemen country office.
  • Support project implementation by the Yemen country office by participating in or completing additional engineering or construction tasks as requested by the project team or the engineering unit.

Project reporting

  • This role works under the overall guidance of the Head of the Aden Sub Office & direct supervision of the Fisheries Program Chief Technical Advisor & Head of the Engineering Unit.

Key competencies

  • Bachelors degree in civil engineering from an accredited university with a minimum 7 years of professional experience in the relevant field of civil engineering.
  • A good practical knowledge & understanding of the fisheries sector.
  • Experience in working in complex & crisis environments & civil works, particularly in the field of construction, technical project documentation development as well as construction supervision.
  • Experience in preparing drawings, BoQs, design & cost estimates of required civil works.
  • Experience in supervision / monitoring of implementation of civil works projects.
  • Experience in assessing quality of materials, equipment, & recommendations in accepting / rejecting them.
  • Excellent & proven experience in dealing with contractors & local partners.
  • Knowledge of the general situation & similar working experience in the region.
  • Experience in the usage of computers & Micorsoft Office software packages (Word, Excel, etc.) & advance knowledge of web based management systems.
  • A proven track of excellent communication skills both oral & written.
  • Experience with UN or international organization would be an advantage.
  • Proven ability to work with multi disciplinary teams & liaison with local authorities.
  • Fluent English & Arabic, both spoken & written.
