Overview of position

  • Established in 1951, our client is a related organization of the UN & as the leading UN agency in the field of migration, works closely with governmental, intergovernmental & non governmental partners. They are dedicated to promoting humane & orderly migration for the benefit of all. It does so by providing services & advice to governments & migrants.
  • The CSSM project aims to increase state presence & community resilience in remote areas of Benin, Ghana & Togo. The CSSM project is funded by the USAID & the GFFO & aligns with the US strategy to prevent conflict & promote stability & the GFFO’s concept on foreign & security policy strategy for an integrated peace, as well as regional & national efforts to prevent violence. The CSSM project will be implemented by our client in close coordination with GFFO, USAID as well as with communities in priority zones & all levels of the host governments. The primary modality of implementation of the CSSM is a small grants facility.

Role objectives

Under the overall supervision of the Chief of Mission & the direct supervision of the Field Coordinator (Program Operations), the National Program Officer will be responsible for the following tasks:

  • Help build & strengthen excellent working relationships between CSSM & all stakeholders in northern Ghana.
  • Continuously assess the operating context, including stabilization dynamics & risks, in project sites, priority zones & the wider operating environment.
  • Elaborate written inputs & reports on context analysis as required.
  • Support Field Coordinator in the organization & facilitation of workshops, dialogue forums & other participatory activities, including those designed to promote creation of ICSA.
  • Identify new grant ideas with knowledge of the geographic, social, economic, political & security context as well as the objectives of the CSSM project & the approach set out in the respective ICSA.
  • Under leadership of the Field Coordinator, develop grant ideas, working closely with government, civil society & community partners, to prepare yellow light & green light proposals for onward submission through the activity cycle.
  • Supervise, coach & support the Senior MEL Assistant, Field Assistants & monitors in the performance of their duties.
  • Work closely with the Security Analyst to prepare, launch & support programming relating to the security sector.
  • Prepare field monitoring plans & oversee implementation of field monitoring & quality assurance procedures & tools.
  • Assist the Field Coordinator in the preparation of regular & ad hoc reports, both situational & programmatic, fact sheets & communication materials related to the CSSM porject activities in northern Ghana.
  • Collect qualitative & quantitative feedback / data on CSSM activities in coordination with field staff, project partners & other local stakeholders, providing feedback & recommendations to strengthen the quality & relevance of program activities.
  • Support data analysis & dissemination by ensuring quality & accuracy of information collected & timely entry into the grants management system.
  • Ensure information / data are collected consistently with the MEL requirements & data protection principles.
  • Under leadership of the Field Coordinator, facilitate participatory review & reflection processes (pause & reflect, after action review) for our clients field staff & project partners, documenting learning & good practices.
  • Carry out regular field visits & assessment missions.
  • Support Field Coordinator in the integration of cross cutting considerations, such as age, gender & diversity, accountability to affected populations, PSEA, the humanitarian development peace nexus, conflict sensitivity & environmental considerations.
  • Perform any other duties as may be assigned.

Project reporting

  • This role will work under the overall supervision of the Chief of Mission & the direct supervision of the Field Coordinator (Program Operations).

Key competencies

  • Master’s degree in international relations, political science or a related field from an accredited academic institution or a bachelors degree in the same field from an accredited academic institution with two years of relevant professional experience, including internships & research positions.
  • Familiarity with project formulation, monitoring, evaluation & reporting is required.
  • Experience working on development / stabilization programming in Ghana is required with experience in northern Ghana is desired.
  • Experience in the design & / or implementation of small grant activities, preferably in the fields of stabilization & conflict prevention is desired.
  • Experience in liaising & building effective partnerships with government authorities, communities, CSO’s & / or other national / international institutions is desired.
  • Experience in capacity building of local organizations & / or grant management is desired.
  • Proven ability to conduct operations in complex & violence affected contexts is desired.
  • Fluency in English is required (oral & written).
  • Fluency in an additional language that is commonly spoken in northern Ghana is an advantage.
