Organizational Context

Job Purpose

The NSD Senior Officer supports achieving the goals stated in the National Society Development Framework and in line with the IFRC 2030 strategy. The position holder is to support the overall coordination and organizational processes in Membership Services Unit in efficient and effective way providing technical support of Regional Office of Europe delivering the development support to the National Societies. S/he works directly with the Membership Services team and is under the line management of Head of Membership Services Unit and technical management of Regional NSD Coordinator who provides day-to-day support and guidance. S/he will be required to undertake tasks that demonstrate coordination, support, and technical guidance. The NSD Senior Officer works and coordinates closely with the other Units and their teams, with a special focus on development activities of the supported by IFRC National Societies. 

Job Duties and Responsibilities

The position holder shall in general:

  • Promote NSs’ capacity development through programming support and facilitate the development of the effective linkages between the development and operational/program activities in order to support the National Societies in the most effective and efficient way.
  • In a close cooperation with the Regional NSD Coordinator support the cooperation between Membership Services and IFRC NSD Team members in IFRC Cluster and Country Delegations.
  • In a close cooperation with the Regional NSD Coordinator support the cooperation between Membership Services and Corporate Services RoE Units for delivering the technical and expert support for the National Societies in the areas of financial management, Human Resource development, IT and digital transformations, logistic and procurement.
  • Support Ukraine Crisis neighboring National Societies with applications with the capacity building purposes.
  • Conduct the analysis on NSD support with the aim to ensure the integration of the development activities in the operations and support building long-term strategy on National Society Development Support.
  • Organize and support assessments, trainings, workshops (in person and online) and other events conducted by the MS Unit.
  • Contribute to NSD planning and reporting, participate in the monitoring and evaluation activities.
  • Support development of the National Society leadership support through the organization and participation in Orientation sessions, Induction courses (incl. MIC), organization and follow up of the meetings with the National Societies.
  • Develop, support and pilot innovative initiatives in NS development and promote learning and knowledge sharing.

Societies

  • Ensure consultancy work if needed.
  • Coordinate closely with other regional coordinators and delegates to ensure a coherent support to NSs in programme areas aligned to the identified priorities of NSs.
  • Be an active member of the global NSD team, share successes and lessons learned across regions to strengthen global learning.

Specific tasks on relevant follow up on the Statutory meetings decisions and commitments implementation (in collaboration with Regional Head, Membership Services):

  • Contribute to the National Societies knowledge sharing through documentation of good practices.
  • Ensure the relevant follow up of the Tbilisi Commitments.
  • Organize and follow up the regular work of Tbilisi Commitments Implementation Support Group.
  • Ensure close cooperation between the Membership Services and Humanitarian Diplomacy, Liaison and Regional Support Units in the area of Tbilisi Commitments implementation.
  • Develop requested documentation, presentations, other necessary documentation related to the work of Tbilisi Commitments Implementation Support group.

Job Duties and Responsibilities (continued)

Specific tasks for knowledge development, learning and sharing:

  • Organize and support forums for the exchange of experience and support regional networks to achieve measurable impact in priority areas of NS development.
  • Create communication materials (snapshots, articles, posts etc.) to promote National Society Development.
  • Initiate relevant research needed for NSD.
  • Contribute to NSD impact assessment. Ensure regular reporting on progress in key indicators of NS development in the Region.
  • Actively promote overall learning on NSD activities in the Europe region through case studies and others as appropriate, contributing to global learning.

Duties applicable to all staff
1.    Actively work towards the achievement of the Federation Secretariat’s goals.
2.    Abide by and work in accordance with the Red Cross and Red Crescent principles.
3.    Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Education

Required:

  • Relevant university degree or extensive professional experience in related field.
  • Background in non-profit management and consulting.

Experience

Required:

  • 5+ years of relevant professional experience of progressive career development.
  • Knowledge in project design, budget, monitoring, evaluation and reporting.

Preferred: 

  • Experience in local capacity building, volunteer management and/or community development in cross-cultural and diversity-sensitive environments.
  • Working in the RC/RC Movement.
  • At least 3 years’ experience of mentoring, coaching and managing staff.
  • Experience in consulting and facilitating organizational development in a National Society or similar voluntary organization.
  • Working knowledge of IFRC’s Organizational Development and volunteer development policies and tools including the NSD Framework, National Society Strategic Planning and National Society Self-Assessment.

Knowledge, Skills and Languages

Required:

  • Proven analytical skills and the ability to think strategically.
  • Sound knowledge in financial management and in project design, budget, monitoring, evaluation and reporting.
  • Ability and track record working with and inter-relating to the leadership of the National Societies and supported organizations.
  • Ability to work with due sensitivity in a multi-cultural environment and virtual or/and dispersed teams.
  • Skills in coaching, mentoring and training.
  • Excellent negotiation, consulting and management skills.
  • Teamwork and trust-building for inclusive National Society relations.
  • Focused on quality and standards, results and accountabilities.
  • Fluently spoken and written English.

Preferred: 

  • Good command of another IFRC official language (French, Spanish or Arabic).
  • Good command in Russian language.
