Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192 National Societies. The general objective of the Federation is to inspire, encourage, facilitate and promote all forms of humanitarian activities of National Societies with a view to preventing and alleviating human suffering and contributing to the maintenance and promotion of human dignity and peace in the world. The International Federation of Red Cross and Red Crescent Societies (IFRC) is part of the international Red Cross and Red Crescent movement, along with its national member societies and the International Committee of the Red Cross (ICRC).. The work of the Federation is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
The Federation is headed by its Secretary General based in Geneva, Switzerland. Headquarters is organized into three main divisions: (i) National Company Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) management policy, strategy and corporate services.
The IFRC has five regional offices in Africa, Asia-Pacific, the Middle East and North Africa, Europe and the Americas. The IFRC also has delegations from groups of countries and delegations from countries around the world. Together, the Geneva headquarters and the field structure (regional, group and national) form the Secretariat of the International Federation.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
Job Purpose
The incumbent will ensure to support the IFRC Security Delegate as well as the Cluster Head of Delegation in the management of security risks in the area of responsibility (cluster) while ensuring the security of the personnel, assets and operations of the IFRC as well as the Nigerien RC
Job Duties and Responsibilities
The Security Officer is responsible for the day-to-day security of the IFRC in duty station and cluster countries.
The Security Focal Point assists the Security Delegate, Cluster Office Head, Country Representative, Program Coordinators or team leaders in the field by providing them with consistent and quality security advice and decision support.
Strategic
- Contribute to the implementation of the organizational security management strategy for the Cluster countries.
- Assists in the formulation and review of the security management strategy by adapting to the changing operational environment.
- Analysis and planning
- Reviews and analyzes security threats and risks and produces comprehensive reports on trends and situations that could negatively impact the operations of the Federation and the Nigerien RC, to ensure that information is properly gathered for senior management review and supports reporting needs and decision-making
- Analyze a variety of security-related information (e.g., security incidents and events, security support for day-to-day operations, etc.) and use business or local management tools to produce a range of complex analyses and in-depth reports, to ensure that information is readily available and communicated to relevant stakeholders.
- Conducts security risk assessments, including field security assessments, throughout the area of assignment.
- Support for the development of risk management measures in the country.
- Perform geopolitical and socio-economic analyses
- Support IFRC business continuity planning during major events (e.g. national elections).
- Establishes and maintains relationships with a range of external stakeholders such as local government, security authorities and law enforcement, communities, security personnel of the Federation and the RC of Niger, to facilitate access for safe program delivery and mitigate risks.
Monitors contingency plans and equipment (fire, hibernation stocks, first aid kits etc.).
- Undertakes assessment missions as necessary (route surveys, project locations, residences etc.).
- Respond 24/7 to IFRC-related security incidents/emergencies/crises to protect personnel, property and operations.
- Ensure that any incident or emergency related to internal/external security is immediately and adequately reported to the Security Delegate and Cluster Head of Delegation.
- Assess and record IFRC security incidents and identify patterns or trends
- Extend security advisories to IFRC country offices deployed in Cluster countries.
- Analyzes security assessment reports and the security situation following field missions, in order to design risk mitigation measures
- Develop IFRC Minimum Security Requirements (MRS) in Cluster countries, and supports the Security Delegate/Cluster Head Delegation in the development of SRMs of the IFRC in the Cluster countries.
- Liaise and maintain permanent contact with the NS of the Cluster countries on security risk management.
- Liaises and coordinates with relevant security organs of the ICRC, UN, INSO and international NGOs in IFRC areas of intervention as well as NS and PNS
- Designs, plans and delivers safety training to staff and meets training requirements in response to staff feedback and organizational needs
- Supervise and ensure that the contract security company in Niger performs its duties in accordance with the requirements 24 hours a day, 7 days a week.
- Liaises and coordinates with the vendor’s security service contractors to ensure full compliance in accordance with the contract with the service providerMonitor and assess compliance with mandatory IFRC safety training (e.g. e-learning program)
- Inform IFRC and SN staff or visitors/guests about security risk management, including but not limited to arrival briefings, event briefings, special mission briefings and VIP briefings. Conduct emergency drills, including, building evacuations.
Education
- Relevant field of university degree
- Have successfully completed the Security course e-learning (Stay Safe all 3 levels).
- A postgraduate qualification is an added benefit
Experience
- 3 years of relevant professional security practice in humanitarian organizations
- Practical experience with the IFRC’s security management system
- Work experience for the Red Cross and Red Crescent
- Experience in humanitarian security management
