Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we have provided relief and recovery for people during and following conflicts and disasters around the world. In over 30 countries in Africa, the Americas, Asia, Europe and the Middle East, we support people in need – regardless of their religion, origin or political convictions.
In the Middle East Region, Malteser International (MI) is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Türkiye, Syria, and Lebanon and since 2014 in Iraq. MI’s programs cover needs mainly in the health sector and are mostly partner implemented. MI is currently planning to set up the cooperation with its potential local partners in the Palestinian territories to implement projects in the framework of humanitarian assistance. The operational focus will be on food-based supply chain management, health services as well as WASH.

For the setup of its partner programs, Malteser International is looking for an Operations Manager with experience in a volatile security environment.

As Operations Manager, you will be providing support for the financial management, controlling and reporting at country level for self-implemented and partner-implemented projects in the Palestinian territory. You will provide technical guidance and support to our local implementing partners, while ensuring all program implementation is done in accordance with Malteser International’s policies, procedures, and guidelines. You will closely work together with the Operation Manager in Cologne.

Your responsibilities:

  • Ensuring effective and timely financial reporting of partner-implemented projects according to the approved budget and to MI and donor policies, standards and requirements and informing HQ Program Operation Manager accordingly
  • Monitoring ongoing levels of expenditure in individual projects (budget controls) compared to approved budgets and provides timely advice to Country Coordinator (CC) and HQ Program Operation Manager (POM) on over- and underspending in close coordination with the project Mangers/Program Managers
  • Ensuring timely and complete submission of monthly and quarterly financial closure of all locations (cash books, fundtrac/WINPACCS, cash count, bank statements and receipts), including the obligatory support documents, such as staff lists, staff ´s time sheets, etc.
  • Monitoring of bank related issues (opening, handling, closing of new accounts)
  • Ensuring that the country financial operations comply with legal & statutory requirements e.g. audit & financial reporting to all relevant national authorities
  • Developing the financial capacity of local partner organizations through regular review and feedback to ensure they are able to fulfil the required procedures and guidelines, as well as for effective project implementation
  • Providing HR-related capacity-building sessions to the partner organization and offering both in-person and online training opportunities to accommodate different learning styles and preferences

Your profile:

  • University Degree in Management, Finance and Economics or relevant formation
  • At least 5 years field based working experience in financial management of projects, with international NGOs, work experiences in the Middle East and with German and international donors (GFFO, BMZ, etc.) in particular desired
  • Proven leadership and management skillset through experience in leading, supporting and coaching teams in a trustful and culturally sensitive way as well as Proven analytical skills and hands-on experience working closely with local partners on capacity strengthening, staff development, training and mentoring and team building
  • Strong project management skills (including project proposal development, logical framework, financial monitoring, finanial report writing, knowledge of donor compliance standards); experience in Monitoring and Evaluation and grants management would be considered an advantage
  • Excellent communication skills in English (written and spoken); Arabic, Hebrew and/or German would be an asset, including the ability to effectively motivate people and to diplomatically manage the relationship with local partners and different authorities
  • Positive identification with vision and mission of a catholic faith-based organization
    Eligible, able, and willing to travel to project areas depending on the security situation and requirements of the organization

What we offer:

  • Start Date: as soon as possible, hiring based on successful project approval
  • Duty Station: Jerusalem, with travels to program/project areas in Gaza
  • Duration of contract: 6 months (with possibility of extension)
