Operations Manager ToGETHER*

in Bonn 

The position is to be filled as soon as possible, with a contract duration of three years. Employment location will be Bonn, Germany. 

The ToGETHER program (Towards Greater Effectiveness and Timeliness in Humanitarian Emergency Response) aims to continue fostering localization of humanitarian action. In this program 40 local/national organizations from eight countries and four international organizations from Germany will continue working in close collaboration.

As ToGETHER Operations Manager you will provide operational support in documentation, compliance monitoring, contract management, as well as reporting to the Program Management Unit (PMU) and Partners. With your work you will ensure a high-quality implementation of the ToGETHER program based on the program objectives and expected results.

Your responsibilities

  • In cooperation with PMU Program Coordinator, implement a ToGETHER program set up and process future amendments in the program management system
  • Support in all operational inquiries by ToGETHER Consortium Partners, their Country Project Units and Local Humanitarian Partners
  • Support PMU Finance Coordinator in the budget modification and consolidation activities throughout the program by collecting data from the partners and ensuring that the data inputs are complete and accurate
  • Prepare and manage contracts and contract amendments with partner organizations in accordance with internal and external standards
  • Monitor the compliance of ToGETHER partners with the requirements of the partner contracts and quality standards set by Welthungerhilfe
  • Ensure coordination, initial verification and quality checks of the regular narrative and financial reports by partners according to Welthungerhilfe and donor regulations and timelines established in the partner contracts
  • Prepare regular budget monitoring reports using partner spending and forecast data
  • Supporting the program management in financial documentation, risk reporting and monitoring, as well as logistics and procurement processes and records
  • Coordinate and support of internal and external audits incl. of the first phase of ToGETHER (2020-2024) and implementation of improvement measures
  • Ensure timely archiving of all partner-related documentation, reports and communication

Your profile

  • A university or college degree or relevant training, e.g. business administration and/or controlling

  • At least 3 years of professional experience in operational and administration management

  • International working experience in contractual and/or financial management of large humanitarian or development programmes with multiple partners

  • Coordination experience in complex multi-country programmes

  • Strong communication and organizational skills

  • Ability to work under pressure and willingness to travel to areas with volatile local conditions

  • Fluent spoken and written English language skills. German, French or Spanish language skills are desirable
