Do you possess skills in managing finances, administration, and logistics to support essential humanitarian efforts? War Child Holland (WCH) is looking for an Operations Support Manager to join our South Sudan team. In this critical role, you will ensure our operations run smoothly and effectively, directly supporting our mission to enhance the lives of children impacted by conflict.

About the Role: As an Operations Support Manager you will be responsible for quality and continuity of program delivery by ensuring that finance, logistics and human resources functions are aligned to offer support to the program teams in all South Sudan mission field offices.

What you will do:

1. Annual and Project Budgeting and Budget Monitoring

  • Comprehensive Budget Oversight: Develops and updates the Master and Coordination budget for WCH in South Sudan.
  • Proposal Budget Preparation: Prepares budgets for new projects in line with donor and WCH guidelines.
  • Budget Adjustments and Monitoring: Manages necessary budget adjustments and monitors budget execution.
  • Financial Communication: Communicates financial discrepancies to relevant teams for informed decision-making.
  • Budget Analysis: Reviews and discusses Budget vs Actuals (BVAs) with team members to facilitate timely actions.

2. Financial Management and Reporting

  • Accounting Accuracy: Ensures accurate and timely financial accounting in compliance with WCH policies and local regulations.
  • Funds Management: Manages fund transfers and reporting across field offices, ensuring financial integrity.
  • Financial Closure and Audits: Oversees financial closures and coordinates both internal and external audits.
  • Regular Financial Reporting: Manages routine financial reporting and ensures recommendations from audits are implemented.

3. Procurement and Logistics Management

  • Procurement Policy Oversight: Develops and updates procurement policies to ensure efficient operations.
  • Supplier Management: Manages Framework Agreements with suppliers, ensuring compliance with WCH policies.
  • Logistics Coordination: Ensures effective logistics support across field offices and manages fleet policies.
  • Inventory Management: Maintains accurate inventory records and oversees asset depreciation and utilization.

4. Administrative and Human Resources Management

  • HR and Administrative Policies: Implements and updates HR and administrative guidelines in line with local laws and WCH standards.
  • Staff Contracts and Payroll: Manages payroll processing and reviews staff contracts to ensure legal compliance.
  • Staff Wellbeing: Collaborates with the Country Management Team to support staff wellbeing initiatives.
  • Legal Compliance: Acts as the focal point for all legal matters, ensuring organizational compliance with local regulations.

5. Partner Monitoring and Capacity Building

  • Partner Evaluation: Participates in evaluations of potential partners and develops contracts for funded partners.
  • Capacity Building: Facilitates training in financial management, logistics, and administration for partners.
  • Compliance Checks: Conducts compliance checks and support visits to ensure adherence to agreed standards and practices.

6. Networking

  • Professional Engagement: Actively participates in relevant WCH and donor support meetings.
  • Cluster Participation: Ensures WCH’s representation in various administrative and logistics clusters.
  • Stakeholder Relations: Maintains contact with legal counsel and government focal points to foster strong relationships.

What you will bring:

  • Technical Proficiency: Skilled in MS Office (Excel, Outlook, Word, PowerPoint, Teams) and adaptable to new software.
  • Educational Background: University degree in Accounting, Finance, or Business Administration. Postgraduate degree preferred.
  • Professional Experience: Minimum of five years in a similar role, ideally with international experience in challenging environments. Specifically in South Sudan
  • Financial Expertise: Demonstrated skills in financial management and budgeting.
  • Operational Management: Experience overseeing office operations and implementing effective policies.
  • INGO Experience: Proven record of accomplishment working for international non-governmental organizations.
  • Teamwork and Independence: Ability to work well within a team and independently.
  • Resilience and Integrity: High personal integrity and the ability to thrive under pressure.
  • Ability to work in a challenging context

What We Offer:

  • Contract Type: This position is offered on an initial 12-month contract basis with the potential for extension. We are ideally looking for candidates who are interested in a longer-term engagement of up to two years to fully contribute to and benefit from continuity in our projects.
  • Location : 70% in Juba and 30% in the field.
