Context
The position is within the Resource Mobilization Unit, headed by the Chief of Resource Mobilization and Partnerships. The unit is responsible for fundraising, donor relations and grant management at the Afghanistan Country Office (ACO). UNICEF Afghanistan’s Humanitarian Action for Children in one of the UNICEF’s largest, with a 2024 HAC of $1.4 billion. The Resource Mobilization Unit supports partnership scoping, building and retention of public and private donors. In addition, the unit manages the grants contribution management, including compliance with donors’ requirements and the submission of high-quality reports.
Task description
• Assist in delivering against the fundraising targets of the Afghanistan Country Office (CO) and the implementation of the CO Resource Mobilization plan by participating in the preparation and coordination of funding proposals, concept notes, briefing notes, internal and external analysis, and other relevant materials to foster donor engagement.
• In collaboration with Public Partnership Division (PPD), provide oversight, technical support, and guidance to the country office regarding proposal development and related grant management.
• In collaboration with the Communications Section, support the implementation of the Afghanistan Country Office visibility and recognition plans, and related work plans to support the visibility of UNICEF’s role in Afghanistan and to ensure donor visibility/communication materials’ requirements are met.
• Ensure timeliness and quality of donor reporting and other donor submissions. This includes gathering of information, consolidation, editing, layout and branding of all required reports on contributions to Afghanistan, ensuring compliance with donor requirements, quality of data and systematic results-based reporting.
• Support office in capturing donor meetings actions, news, and updates systematically to support the section and office with valuable information on existing donors and support the exploration of new donors.
Nationality
Candidate must be a national of a country other than the country of assignment.
Required experience
5 years of experience in general, in matters related and applicable to the DoA.
• Diplomatic communication and negotiation skills to establish and maintain trusted partnerships and to develop close and effective working relationships with diverse stakeholders.
• Knowledge of resource mobilization processes and experience working on proposals, reports, presentations and talking points.
• Skill in researching and scoping and identifying new opportunities or requirements to meet challenges in the field and propose changes.
• Excellent communications skills, verbal and written.
• Ability to work under pressure in strong paced environment.
• Capacity to analyze and synthesize data and information.

Required education level
Bachelor degree or equivalent in one of the following fields is required: Development studies, International Development, Law, Business Administration, Project/Programme Management, or another relevant technical field.
