Job Synopsis
The PMER Coordinator works with MCC Laos personnel, including the MCC Representative(s), Project Managers, and other stakeholders, to ensure quality planning, monitoring, evaluating and reporting on MCC Laos projects, while building the capacity of MCC personnel and partners towards greater sustainability. The PMER Coordinator supports the integration of peacebuilding, gender empowerment and child protection into all parts of MCC’s program as well as supporting increased coordination between projects and within projects to share expertise, training resources and PMER resources, in order to enhance impact in the community.
In Laos, MCC partners primarily with government agencies to implement peacebuilding and community development projects in four locations throughout the country. Current projects are focused on peacebuilding among youth, land rights, village-level conflict resolution, and disability inclusion.
The PMER Coordinator is a service worker position supervised by the MCC Representatives (Reps) for Laos.
Qualifications
All MCC workers are expected to exhibit a commitment to: a personal Christian faith and discipleship; active church membership; and biblical nonviolent peacemaking. Essential:
- BS/BA in project management, development, social sciences or related fields
- At least three years’ experience in program coordination, or in planning, monitoring and evaluation.
- Experience with database, spreadsheets and computer programs
- Intercultural competency with ability to understand and communicate across cultural and linguistic boundaries
- Good relationship skills that allow the person to engage in all sectors of society
- Strong organizational skills
- Strong interpersonal and communication skills
- Ability to work in an office environment as well as travel to field offices in rural settings.
Preferred:
- Previous MCC experience
- Experience with peacebuilding and conflict transformation
Invitations to serve with MCC are contingent on the successful outcome of criminal background check(s).
Key Responsibilities
- As requested by Rep, facilitate community assessments and community- led strategies for project development.
- In consultation with Rep and Project Managers, develop project proposals and appropriate monitoring strategies and tools.
- Discuss ways to evaluate and strengthen projects with the Rep and Project Managers and work with the team to fulfill this goal.
- Monitor deadlines to ensure that all reporting requirements are met.
- Review all project reports for quality and ensure that the reports and other project documents reflect the projects’ progress, effectiveness and impact.
- Work with Project Managers to effectively report project results at six month meetings with project stakeholders.
- Regularly visit project sites (at least once per quarter) and ensure that standard PMER practices are being followed.
- Maintain up-to-date knowledge of PMER principles and practices and do sectoral research as required by the projects.
- In collaboration with Rep and Project Managers, ensure the design of all projects promotes peace and justice and prevents violence in project communities.
- In collaboration with Project Managers, ensure that gender analysis and gender considerations are integrated throughout project design, implementation, monitoring and evaluation.
- Support Project Managers to develop and implement Safeguarding Policies and Procedures with partners.
- Assess current capacity of MCC personnel and local partners and offer PMER training or workshops to address capacity building needs.
- Develop contacts and relationships with relevant external agencies (local government, community-based, external funders and NGO entities) to enhance program implementation.
- Represent MCC at relevant functions for the purpose of promoting the identity of the MCC Laos program in Laos.
- Maintain and update in a timely manner MCC Laos reporting and program monitoring in Insight.
- Participate in NGO and civil society working groups to learn more about the role and opportunities for civil society in the Lao context in order to build MCC’s capacity to more effectively engage with civil society and local Non Profit Associations (NPA’s).
- Cultivate and maintain awareness of the political, economic, social, cultural, and historical contexts of the country/region
- Attend MCC team meetings and contribute to planning and implementation of MCC events
- Other duties as assigned.
