About the OECD Centre for Responsible Business Conduct

In line with the Strategic Orientations of the Secretary-General, the core mission of the OECD’s Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF’s work is structured under two work areas – Conduct and Markets – and its mission is pursued through seven substantive divisions whose teams provide Member  countries and partners with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate affairs, financial affairs, Consumer finance, insurance and pensions, international investment and responsible business conduct.

The OECD Centre for Responsible Business Conduct (Centre for RBC), which is part of DAF, is in charge of supporting the implementation of the OECD Guidelines for Multinational Enterprises (OECD Guidelines) and related due diligence guidance in the minerals, extractives, agriculture, garment and footwear and financial sectors. The Centre also provides the Secretariat of the Network of National Contact Points for Responsible Business Conduct (NCPs). 

Recruitment need

The Centre for RBC is looking for a Policy Analyst to support the implementation of projects related to responsible business conduct in mineral supply chains. The work of the policy analyst will contribute to ongoing work relating to the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas (hereafter “OECD Guidance”) and its implementation forum, which includes multi-stakeholder engagement with OECD and non-OECD countries, enterprises, civil society and other experts.

The work is carried out in a multinational and multicultural environment, including emerging markets and developing countries as well as OECD member countries. The selected candidate will interact with senior and technical-level policy-makers, private sector representatives, experts and stakeholders worldwide. Candidates should expect travel to Africa, Asia or Latin America, in addition to regular missions in Europe (Belgium, Switzerland and UK in particular). The candidate will work under the guidance of senior staff in the Centre for Responsible Business Conduct and report to the Manager for Responsible Mineral Supply Chains. 

Main Responsibilities

Research, analysis, drafting and policy advice

• Track policy developments and carry out research on existing due diligence practices, tools, instruments and issues related to responsible sourcing of mineral resources.
• Research, draft and edit analytical reports on implementation of due diligence and responsible sourcing practices.
• Support development and operationalisation of innovative and effective strategies, policies (private sector or government-led) and instruments to promote implementation of the OECD Guidance, disseminate the findings and convey the main messages from the reports and papers.
• Contribute to analytical work on impact measurement, costs and benefits of due diligence, country, region or sector-specific analysis of risks in mineral supply chains, and cross-cutting issues such as critical minerals.  
• Foster horizontal cooperation with other related projects in the OECD, including work on measuring well-being and human rights risks in the global economy.

Outreach, awareness raising and other engagement

• Participate in outreach activities in specific geographies (countries producing and processing mineral resources as well as destination countries) and / or with specific stakeholders (i.e. governments, representatives of the banking / financial sector; the commodity trading sector; law enforcement agencies, civil society, etc.).
• Contribute to the organization of meetings, workshops, multi-stakeholder consultations on the OECD Guidance and prepare background materials.
• Provide training to relevant stakeholders on the specific requirements and expectations of the OECD Guidance, in particular to private sector representatives.
• Support development and operationalization of strategic partnerships with relevant international organisations (i.e. World Bank, UN Environment, UNDP, etc.)
• Liaise with, collect input from and regularly update members of the OECD-hosted stakeholder groups (e.g multi-stakeholder steering group comprising representatives from governments, the private sector, civil society and independent experts) on the implementation of the Guidance.

Representating the OECD at events and with key partners

• Establish and develop professional contacts with officials from member and partner countries, representatives from the private sector, international organisations and experts, as well as local and international civil society organisations.
• Participate in multi-disciplinary projects and activities within the OECD and projects with other international organisations.

Ideal Candidate Profile

Academic background

• An advanced university degree in a relevant subject matter (political science, international development or conflict studies, law, economics, etc.) is preferable.
• Studies with a focus on policies related to responsible business conduct or conflict, economics and development issues would be an advantage.

Professional Background

• 3 to 5 years experience in the field of responsible business conduct in a government institution, international organisation, business, trade union, civil society organisation, research institute or consultancy.
• Excellent knowledge of the extractive industry and issues it confronts related to ESG, RBC risks and supply chain due diligence; knowledge of the artisanal and small-scale mining sector would be an advantage.
• Experience, particularly at the international level:
  • working with diverse stakeholders in the extractives sector (governments, local and international NGOs, industry, trade unions);
  • engaging with or working in the private sector:
    • on training and capacity building initiatives would be an advantage.
    • in collecting and using data to analyse trends and impacts of business activity, particularly in relation to development, human rights and security, would also be an advantage.
• Familiarity with stakeholders from the OECD’s Forum on Responsible Mineral Supply Chains would be an advantage.

Languages

• Fluency in one of the official languages of the Organisation (English and French) and ability to engage in technical discussions on the OECD Guidance in the other official language.

Contract Duration

• 12 months renewable

What the OECD offers

• Monthly base salary starting from EUR 6,415, plus allowances based on eligibility, exempt of French income tax. Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
