Context & Mission
Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).
OCG field interventions are carried out through the joint implementation of resources of different natures: human (national and international staff), technical (medical, logistic, supply), and financial.
The availability and quality of these resources is a crucial factor in the success of medico-operations. In particular, concerning human resources, it is essential to ensure an optimum balance between the demands of the Operations for staffing and the supply of Human Resources.
To achieve this balance, it is essential to manage the international succession by having a permanent global vision of both the international staff pools and the positions in the field. The analysis of this global vision must help guide HR global workforce strategies in their mandate to support operations.
In this regard, the Logistics Pool & Career Manager plays a key role in the design and monitoring of the global vision of international pools/positions to ensure succession management, resource balance, and placement of HR in the field. The role should accompany international staff in the management of their career and skills development according to operational needs and the wishes of the pool members. The Pool & Career Manager integrates into his/her work MSF’s commitment to promote diversity, equity, and inclusion as one of the key principles and objectives of the 2020-2023 strategic plan.
While working closely with the RHOPs in the cells, the recruitment department, and the Logistic departments, the Pool & Career Manager is part of the Operational HR division within the HR department and reports to the Head of the Pool & Career Management Unit.
Responsibilities
Management of international staff:
- You propose logistics profiles adapted to the needs defined by the mission/cell while considering the eligibility constraints related to each context (e.g. nationalities) as well as the organization’s diversity, equity and inclusion principles and objectives.
- You are responsible for applying matching and placement procedures.
- You maintain up-to-date information in the files and the HRIS for pool members.
- You do the administrative follow-up related to the pool and career management.
Development of the pool’s professional skills:
- You develop the pool according to MSF’s needs: you propose action plans to have a permanent pool adapted to the needs of the missions.
- You have a precise knowledge of the pool members: you conduct debriefings and international staff interviews.
- You identify positions that answer your pool members development needs and personal ambitions for professional growth in order to maintain a good retention of your pool members
- You advise, guide, and accompany the members of the pool together with the career advisors from the other MSF offices by recommending adapted MSF learning solutions, giving constructive feedback on their performance and developing career plan o You coordinate the identification, prioritization, and registration of candidates for training.
- As a member of the career committee, you decide with the sector manager (Head of Operation Logistics Manager) on the development of pool members.
Contribution to the analysis of current and future needs in the field:
- You have a good knowledge of the operational needs: you are in contact with the Operational Units to know their forecasted needs, you anticipate the evolution of the profiles sought and you detect the critical positions for which there will be a shortage of skills.
- You have regular interaction with the recruitment department concerning the renewal of the pool to communicate opportunities and needs for new pool members.
- Monitoring and analysis of your activity: You set up the monitoring and reporting tools for your activity, perform ad hoc analysis about the pool of resources. You provide comprehensive pool reports and analysis to the heads of the logistics sector. You analyze HR forecast to anticipate shortages and provide food for thought to the head of the logistics sector.
- As an HR key partner of the logistic department: You help define the level of competencies required for each position and the process to assess and validate these competencies. You take part in the reflections around the constitution of the pool and the sector pathway with the sector Manager. You help to define the HR strategy of the logistic department (logistics pathway document) and of a coherent employee life cycle for the logistics profile.
- Together with other pool & Career managers and HR actors you aim to align your practices in the logistics sector with other sectors of the organization (medical, operation, finance and HR).
- You can also be requested to be part of recruitment committees and to deliver training sessions.
Build an HR logistics pool aligned with our institutional strategic ambitions:
- Transversality: You share information and knowledge and work with other services or departments within the framework of management of projects / transversal tasks / inter-departmental files.
- Intersectional overview: As part of the sharing of best practices, you develop initiatives with your counterparts in other MSF sections.to enable work as a network organization.
- DEI: With the logistics department and the recruitment teams, you pay attention to diversity, equity and inclusion (emphasizing gender balance) and propose HR solutions to maintain diverse HR pool.
- Global workforce: Together with other HR actors you participate to reports and analysis on all the staff category of MSF (global workforce : IMS, LHS and HQ staff) and provide recommendation to the logistics department to design HR global workforce strategy for the logistic department and build coherent and comprehensive employee life cycle for all the logistics staff.
Your Profile
Experience
- You have at least two years of MSF field experience in different contexts, one of which preferably as a Logistics Coordinator and one in Emergency setting.
Skills/ Qualities
- You are autonomous, organized, and rigorous.
- You have good analytical skills and the ability to prioritize.
- You are familiar with interview technics.
- Your good knowledge of the organization and functioning of MSF is an asset.
- You have a good command of computer tools.
- You have good interpersonal skills, and you know how to work effectively in a team.
- You have excellent networking skills
- You are solution-oriented by nature
Languages
- English and French are the working languages of MSF Switzerland. Fluency in both English and French is required for this position (oral and written).
Terms of Employment
- Full-time position 100% (40h/week)
- Open-ended contract
- Working place: Geneva, Switzerland
- Ideal start date: October 1st, 2024
- Gross annual salary (for 100%): from CHF 93’504.- to CHF 107’280.- (salary commensurate with equivalent experience and internal salary grid)
- Paid vacation: 25 days per year, prorate temporis, plus any Swiss public holidays falling within the contract period.
- Pension plan: pension contribution covered 3/4 by MSF, 1/4 by staff member.
- Relocation package if moving from a different country to Switzerland.
