JOB BRIEF
The Program Analyst (PA) will support the USIP programmatic and analytical activities in Pakistan. This is a full-time local position based in Islamabad and reports to the Program Manager (PM) based in Islamabad (IBO) and will work closely with other members of the South Asia program and Asia Center’s team in Washington, DC as required. This position will primarily support the Police Awam Saath Saath (PASS) Program that aims to bridge the trust deficit between police and citizens in Pakistan by helping modernize various aspects of policing, making it more inclusive and responsive to citizens’ needs.

This is a Personal Services Contractor position.

RESPONSIBILITIES
Project Development and Management
• Assist PM in the preparation of contracts for new projects.
• Help the PM in developing new strategic programming across thematic areas identified in the annual and program plans. These thematic areas include gender inclusion, justice sector reforms, communications and research in related areas.
• Communicate with partners regarding compliance of USIP contractual policies and procedures including but not limited to monitoring of budgets, deliverables and key program activities.
• Be the resident expert in contracting and program management within the IBO, helping the PASS team to improve documentation and processes for contract management.
• Conduct regular travel to the field to monitor the progress of projects.
• Help USIP partners in Pakistan improve program implementation based on lessons from the field.
• Consolidate and maintain an updated database of results that emerge from USIP projects.
• Develop documentation on program results, successes and lessons learned from interventions for internal use.
• Provide research support as needed to the PM.

Program Outreach
• Support outreach efforts to identify and develop partnerships within the public sector and civil society, particularly the justice sector including Pakistan police.
• Support the organization of outreach events and seminars to inform various stakeholders about USIP’s work in Pakistan and potential funding opportunities.

Communication and Coordination
• Support the IBO PM in design, monitoring, and oversight of various communication initiatives both within IBO and partnerships across the public sector.
• Assist PM in organizing roundtables and conferences to showcase findings from USIP programs and research.
• Assist in planning and supporting the travel of Washington-based staff in the region, as well as scheduling and attending meetings and providing note-taking support.
• Preparation of and distribution of timely monthly and quarterly reports for the USIP HQ and partners.
• Support the preparation for periodical meetings and presentations with interagency partners.

QUALIFICATIONS
• Master’s degree in social sciences or humanities or four-year B.A. Honors.
• A minimum of two years experience in a similar position related to program management in the social development sector, public sector, and/or peacebuilding in an NGO, donor agency, think tank, or government agency.
• Desired but the not mandatory experience of working with the public or government sector, particularly Pakistan Police.
• Familiarity with the structure and working mechanisms of the public sector particularly the justice and/or policing sector.
• Excellent English communication skills, both written and verbal.
• Strong interpersonal communication skills.
• Strong judgment and discretion in complex environments.
• Good understanding of Pakistan’s public sector particularly the justice sector, civil society landscape and functioning of government institutions.
• Familiarity with the grant management and M&E systems of major donors in Pakistan.

Performs other duties as assigned.
