GENERAL DATA

Place: Flexible base, any GOAL office (preference to align working hours with US time zone)

You will report to: Vice President of Development, GOAL USA

GOAL USA, with offices in Washington DC and New York, is part of GOAL Global group. In addition, GOAL Global Group has offices in Ireland, UK, Colombia and other locations across its countries of operation. GOAL is an international humanitarian and development agency with a team of over 3,500 global staff. GOAL has responded to the world’s major humanitarian crises since its founding in 1977, and today works with crisis affected populations in 15 countries across the globe. GOAL launched its organisational strategy, ‘From Crisis to Resilience’ in 2022, which sets an ambitious agenda to reach more people experiencing crisis and fragility around the world. While GOAL continues to be an agile first-responder to humanitarian crises, it is also committed to working with vulnerable communities to help them survive crises and support them progress from crisis to resilience.

Overview of Role

GOAL USA is seeking a Program Development Manager to support GOAL USA’s Programme and Development team and to lead efforts to generate institutional funding from US donors. Reporting to the VP of Development, the role will focus on new business activities, particularly opportunity identification, capture efforts, bid development, marketing materials and strategic new business projects. The role will require working directly with country office and global teams as well as donors and partners to deliver on GOAL USA’s business development strategy and funding targets.

GOAL is looking for a determined and passionate critical thinker who can deliver on strategic priority business development projects whilst also supporting the development of funding applications as required.

Key Responsibilities

Opportunity Identification and Intelligence Gathering

  • Take a lead role in business intelligence collection to identify and track upcoming funding opportunities, through desk-based research, advance intelligence gathering, partner relationships, and other available resources.
  • Track US Government funding and spending trends in development and congressional budget hearings.
  • Summarise donor calls, analyse donor requirements and share information with relevant staff across the organisation.
  • Ensure funding opportunities are maintained up to date and tracked in the funding pipeline tracker.
  • Contribute to and assist internal bid go/no go decision making.

Capture Development

  • Support and manage the opportunity capture process, including developing and updating capture plans.
  • Facilitate sessions to develop win strategies.
  • Support to organise, plan, coordinate and deliver funding capture trips when required.
  • Lead pre-positioning activities such as consortia development, partnership identification etc.

Support proposal development processes

  • Provide support on key bids to compile and coordinate inputs from across the organisation, draft teaming agreements, proposal development timelines and draft key documents or annexes including past performance summaries and organisational curriculums.
  • Support the development, editing, formatting and review of high-quality proposals.
  • Conduct desk research and summarise findings in order to inform and prepare inputs to the proposal development process.
  • Support effective coordination and collaboration internally within GOAL and also with partners as required.
  • Lead and support proposal after action review processes to capture organizational learning and identify areas for process improvement.

Research and coordinate strategic new business development projects and partnership development

  • Research, track and analyse humanitarian and development donors and funding trends.
  • Support to identify, pursue funding opportunities and build relationships with US based Trusts & Foundations.
  • Stay up to date on USG (including USAID/DOS) policies, technical and operational strategies, regional and country strategies etc.
  • Understand, track and advise on changes to USAID rules and regulations.
  • Research and produce internal briefs on issues related to new funding and strategic partnerships for GOAL (donor profiles, partner organisation profiles, meeting briefings, portfolio analysis, newsletters etc.)
  • Support the development of RFI responses, pitches, capacity statements and other marketing materials.
  • Lead, coordinate or support strategic business development projects for GOAL USA when required.

Other tasks

  • Contribute to developing and executing GOAL USA’s business development strategy and workplan.
  • Contribute to establishing and improving GOAL USA’s systems and processes for new business development. This could involve the development of new innovations, new tools, processes and systems for pursuit of new business and institutional knowledge management.
  • Represent GOAL USA’s business development interests in relevant external and internal meetings, events or networks.
  • Provide administrative and coordination support to the GOAL USA development team, organising meetings, coordinating events or workshops etc.

Requirements (Person Specification)

Essential

  • Degree Level Qualifications
  • A minimum of 3+ years experience in the development sector, with a good track record in business development
  • Deep knowledge and understanding of institutional funding from multilateral and bilateral donors, particularly USAID as well as US based Trusts and Foundations.
  • Proven track record in capture and bid development and successfully securing institutional funding.
  • Excellent communication skills in English (written and oral), networking and influencing skills.
  • Ability to work effectively with diverse groups of people, often on a remote basis.
  • Ability to manage a diverse workload, work under own initiative and demonstrate agility to changing priorities.
  • Proven financial, analytical and reporting skills.
  • Willingness to travel, sometimes at short notice.
  • Fluent in spoken and written English with strong analytical skills (minimum C1 required).
  • Fluent in Spanish
  • Excellent writing skills
  • Educated to Masters level
