About our Country Program
Relief International (RI) has been active in Yemen since 2010 operating in both the internationally recognized government-controlled and Sana’a-based authorities-controlled areas meeting the needs of those in hard-to-reach areas. RI implements an integrated response providing Health and Nutrition; Water, Sanitation and Hygiene (WASH); Livelihoods; and Protection services across 10 governorates in Yemen. RI delivers an integrated response to the humanitarian crisis in the North and South, directly providing lifesaving services to Internally Displaced Persons (IDPs), returnees, and host communities, targeting particularly at-risk individuals and households. Additionally, RI’s current programming includes integrated Reproductive Health (RH), protection, and Gender-Based Violence (GBV) responses in three governorates and supports three Women Girl Safe Spaces (WGSS). In addition to our head office in Sana’a, RI has one Area Office in Aden, and three Field Offices in the North and South with a total of 149 employees (143 National Staff and 6 International).
.Middle East Region
RI operates in six countries in the Middle East region: Iraq, Jordan, Lebanon, Syria, Turkey and Yemen, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity. We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis.

Health professional( Medical doctor/Nurse) with a solid Nutrition background and/or Master’s in public health (MPH)/Nutrition with managerial experience
3. Key responsibilities
Accountability and Complexity
The Program Manager will be responsible for the overall management and operations of the project. She/he will supervise project implementation and ensure the project meets stated goals and reporting requirements, as well as taking a leading role in coordination among key stakeholders
Main Duties and Responsibilities
General Management
- Lead and provide management support to the implementation of all project components and ensuring effective and successful delivery of project milestones and results, ensuring an appropriate project management framework in line with RI guidelines. Review the short- and long-range plans for delivery of project services, and provide guidance to the RI staff, health facility staff to improve planning, management and delivery of quality services or various program components.
- Exercise financial, administrative and operational management responsibility for program in line with RI policies, rules, standards and procedures, as well as donor requirements. This includes HR processes related to the staff managed directly and technically.
- Lead in compliance with all organizational and donor requirements, producing narrative reports for projects under remit, and collaborate with relevant colleagues, technical advisors, finance and grant management functions to ensure timely submission of high-quality reporting that complies with donor requirements.
- Develop an efficient internal communication strategy to ensure clear, effective communication with all levels of management within the project teams, including Technical Advisors and Area Managers in project locations.
- Act as the budget holder for the program. Ensure that all expenditure is in line with project budget/forecast, and that transactions and documentation comply with RI policies, procedures and minimum standards. Carry out regular budget monitoring and forecasting to ensure spend within the agreed budget parameters.
- Evaluate activity progress and determine necessary actions in short and long term.
Representation/coordination with external actors
- Represent RI at sector working groups, coordination meetings as well during other stakeholder meetings (if relevant), and maintain a positive, continuous and visible presence for RI.
- Ensure RI’s mandate is shared and explained to relevant stakeholders.
- Pro-actively liaise and build rapport with local officials, community representatives, UN agencies, and any other relevant stakeholders.
- Ensure RI ECHO funded project is well understood by the authorities- Line ministries, the Governorates officials and other stakeholders
Donor Relations / Funding
- Provide technical input, writing and budgetary input for new program design, as needed.
- Take lead in assessments to inform new programming of the impact of RI current programs.
- Participate monthly or Bi-monthly ECHO Donor meetings and provide updates on the project implementation process
- Lead the internal and external reporting of the project.
Monitoring, Evaluation, Accountability, and Reporting
- Ensure effective project MEAL systems are in place and implemented throughout the project implementation. In liaison with the MEAL team, ensure regular tracking and corrective actions for the project performance indicators.
- Contribute to a summary of recommended areas of improvement, and areas of success, and lead the commencement of an action plan with RI staff, local partners and/or health facility staff to evolve and make positive systems improvements where needed.
- Support the development of effective project monitoring and evaluation systems through the collection and analysis of data issues to improve the program interventions.
- Support the integration of protection and disability mainstreaming throughout the project and in data collection systems.
- Take part in field trips to assess project sites and provide support to team as needed.
- Directly line manage Program Coordinators, Field Officers, and Data Management Officers that are based at the Governorates level, ensuring proper team management, work organization and clear roles and responsibilities.
- Provide strong supervision, guidance and support the ECHO program team to carry out their tasks.
- Foster positive team spirit and intervene/mediate in case of disputes in liaison with the relevant department in the mission.
- Carry out regular and timely appraisals, leaves planning and coverage**.**
- Lead the recruitment of project team as needed.
- Support cross-department cooperation and coordination, including with MEAL team, Protection Team, and Operations teams.

Qualifications
- At least 3 to 5 years’ experience in managing integrated health/nutrition programs onsite and remotely.
- Experience with the implementation of cash and voucher programs.
- Demonstrated experience in remote management of program implementation
- Experience working with communities of diverse cultural practices and low literacy levels.
- Computer literacy with advanced word processing, spreadsheet and presentation skills.
- Excellent organizational, budget, project management, communication and writing skills.
- Leadership skills, including the ability to supervise and motivate staff.
- Experience of establishing strong and constructive working relationships with colleagues from different functions and organizations.
- Experience in monitoring and evaluation of community-based health programs.
- Ability to frequently travel to the field sites and work in hardship, insecure remote and non-accompanied locations
- Solid background and knowledge of mainstream ( ECHO,BHA,UN) funding systems..
- Strong skills in remote setting management
- Excellent English writing skills, and Arabic preferred.
