Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. In the Middle East Region, Malteser International (MI) is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Türkiye, Syria, and Lebanon and since 2014 in Iraq. MI’s programs cover needs mainly in the health sector and are mostly partner implemented. MI is currently planning to set up the cooperation with its potential local partners to implement projects in the framework of humanitarian assistance in Gaza. The operational focus will be on food-based supply chain management, health services as well as WASH.
In support of its envisioned partner program and to reinforce the capacities of our local partner, Malteser International is looking for an experienced Program Manager with experience in a volatile security environment.
As Program Manager you will support the partner organization in all program related aspects of the portfolio, ensuring smooth operations of projects in the Palestinian territories and provide guidance, support and on-the-job-training to the partner’s project teams. You will work closely with the partner organization and the MI staff in Israel/Palestine (Jerusalem, Gaza) and in Cologne.
Your responsibilities:
- Work closely together with implementing partner project staff and MI’s field team to ensure the smooth development and implementation of projects, thereby ensuring that all project activities are planned and implemented in time as of the project proposals and donor requirements, following the standard procedures and maintaining optimum quality
- Monitor the implementation of the partner projects according to the set targets and regularly review projects against the strategic objectives and initial design under the technical supervision of the Country Coordinator
- Support the implementing partner with the development of new project proposals and the revision of current projects, including but not limited to proposal amendments towards the donors
- Work in close coordination with the Country Coordinator and the Logistician to monitor the procurement plan, the disbursement plan, and actual expenditure
- Cooperate closely with the partner’s M&E team on their MEAL system; thereby, ensure that all necessary project documents are in place and up to date including but not limited to M&E plans, activity plans and Indicator Tracking Tables; provide (technical) capacity strengthening to the project partner for the project implementation under the guidance of the Country Coordinator
- Contribute to writing proper and timely project reports adhering to donor and MI standards
- Support the development of relevant communication material for different projects
Your profile:
- Minimum 5 years professional experience in monitoring humanitarian aid and/or development projects with (international) NGOs including experience in working with international donors and knowledge of donor compliance standards – work experiences in the Middle East, and with German and international donors (GFFO, BMZ, etc.) in particular desired
- Project management skills (including project proposal development, logical framework, financial monitoring, logistics and report writing); experience in Monitoring and Evaluation and grants management would be considered an advantage
- Strong analytical, problem solving and communication skills, including hands on practical experience working closely with and to diplomatically manage the relationship with local partners, civil society organisations and different authorities
- Proven hands-on experience in partner capacity strengthening, staff development, training and mentoring and team building as well as the ability to effectively motivate people
- Fluency in English (written and spoken); Arabic, Hebrew and/or German would be an asset
- Positive identification with vision and mission of a catholic faith-based organisation
- Eligible, able and willing to travel to project areas depending on the security situation and requirements of the organization
What we offer:
- Start Date: as soon as possible, hiring on the basis of successful project approval
- Duty Station: Jerusalem, with travels to program/project areas in Jerusalem/Gaza
- Duration of contract: 6 months (with possibility of extension)
