Job Description:
SARD is seeking a dedicated and experienced Senior Officer to lead our Early Recovery, Livelihoods, and Multi-Purpose Cash (MPC) Program. The successful candidate will be responsible for overseeing the development, implementation, and evaluation of programs designed to support communities in early recovery stages from crises, enhance livelihood opportunities, and effectively manage multi-purpose cash assistance.
Key Responsibilities:

Design and development of projects: lead the writing of concept notes and proposals, shaping log frames, participating in needs assessment questionnaires, and crafting work plans to guide project implementation.

Program Management and Development: Oversee and manage the implementation of early recovery, livelihoods, and MPC programs, ensuring they align with organizational goals and donor requirements.

Strategy Planning: Develop and execute strategic plans for early recovery and livelihood initiatives, incorporating MPCA.

Coordination and Collaboration: Work closely with other departments, local partners, clsueters, and NGOs to ensure integrated and effective program delivery. Attending all relavnat cluster meetings/working groups.

Monitoring and Evaluation: Lead the monitoring, evaluation, and reporting activities for the programs, ensuring that objectives are met and impact is clearly documented.

Capacity Building: Strengthen local capacities through training and support, focusing on sustainable recovery and development.

Advocacy and Representation: Represent the organization in relevant forums and advocate for issues related to early recovery, livelihoods, and MPC.

Stakeholder Engagement: Engage with beneficiaries and stakeholders to ensure that programs are responsive to community needs and aligned with local contexts.

Risk Management: Identify and mitigate risks associated with program implementation.

Reporting: Prepare comprehensive reports and updates for internal and external stakeholders.
Qualifications:
- Bachelor’s degree in Development Studies, Economics, Social Sciences, or a related field. A Master’s degree is preferred.
- 3-5 years of experience in program management, particularly in early recovery, livelihoods, and/or cash-based interventions.
- Strong understanding of humanitarian principles and experience working in post-crisis and development contexts.
- Excellent leadership, strategic thinking, and problem-solving skills.
- Proven ability to manage teams and work collaboratively in a multi-cultural environment.
- Strong financial and budget management skills.
- Proficiency in monitoring and evaluation techniques.
- Excellent communication skills, both verbal and written.
- Fluency in English and Arbic or Turkish are required
- Work Environment:
- This position is based in Mersin Office. However, the position may require to visit other field locations when required.
