Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, external candidates applying for the professional category vacancies and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed, they will be expected to acquire a knowledge of a second working language of the Office during their initial years of service.

 

 

Introduction

The position is located in the Regional Programming Unit (RPU) of the ILO Regional Office for Africa (RO-Africa), based in Abidjan, Côte d’Ivoire.  RO-Africa has overall political and management responsibility for the operations of the ILO’s network of Country Offices (COs) and Decent Work Technical Support Teams (DWTs) covering 54 countries in the African region. The RPU provides strategic advice and support to ILO regional management and offices on the  design, implementation, monitoring and reporting of ILO activities in the region. The Unit also provides support in programming resources under all sources of funding in line with results-based management principles and to the design, monitoring and evaluation of development cooperation programmes and projects in the region.
The position assists regional management in planning and monitoring results and resource allocations across all offices in the region. The incumbent will provide support to the preparation and review of Decent Work Country Programmes (DWCPs) and regional and sub-regional decent work programmes, as well as to Office-wide programmatic exercises such as the preparation of the biennial programme and budget and programme implementation report. 
The incumbent will be part of the RPU team and will work closely with Programme Officers in DWTs and COs in the region.
The position reports directly to the Chief of the RPU and is under the general responsibility of the Regional Director.

Specific Duties

1.    Provide technical assistance and support the formulation, implementation, monitoring and evaluation of regional decent work programmes, sub regional decent work programmes and Decent Work Country Programmes (DWCPs) in the region.

2.    Provide support in preparing and organizing outcome-based workplan (OBW) reviews and in monitoring programme implementation to ensure conformity with the organization’s programme and budget objectives.

3.    Assess budget situations (regular budget and other related resources) and make proposals on programme allocation changes and changes in programme or project proposals.

4.    Contribute to the development of joint programmes within the United Nations system to promote the Decent Work Agenda, as part of the Sustainable Development Goals.

5.     Ensure that gender-related aspects are taken into consideration in the planning, implementation and evaluation of projects.

6.    Support resource mobilization for development cooperation projects and programmes to advance decent work priorities in the region, including mapping multilateral and bilateral donors.

7.    Perform other relevant duties as assigned. 

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

1.    Plan and conduct analyses of specific programme proposals and activities to ensure conformity with the organization’s programme and budgetary objectives. 

2.    Provide information on programme priorities, assist technical programmes with the preparation of programme proposals, analyze and comment on proposals to serve as a basis for decision-making, discuss proposals with programme managers and finalize text.

3.    Examine programme and budget proposals and evaluate priority in accordance with overall programme and budgetary objectives as well as long-term planning. Draft reports based on these analyses with recommendations for acceptance or revision of budget proposals.

4.    Monitor implementation of approved programmes, propose changes to priorities, approach and allocation of resources. Evaluate and recommend approval of programme changes. Participate in resources adjustment and review exercises.

5.    Contribute to the preparation of programme implementation and activities reports, governing body reports and medium-term plans on the basis of contributions from technical programmes. 

6.    Participate in in-depth studies of long-term policy issues by collecting and analysing data. Organize and conduct briefings. 

7.    Participate in training seminars and workshops as a resource person, and represent the unit at meetings and workshops.

8.    May supervise general service staff.

Required qualifications

Education

Advanced level university degree (Master’s or equivalent) in economics, business or public administration, social science or other related field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of professional experience in programme management.

Languages

Excellent command of English or French and a working knowledge of the other.

Excellent analytical skills. Ability to prepare high quality and technically sound reports. Good knowledge of financial practices and principles. Good knowledge of the programmes and operations of the Organization. Good knowledge of programme formulation, administration and evaluation techniques and practices. Ability to justify requirements and approaches to problem resolution. Ability to resolve complex problems. Ability to supervise staff.

Behavioural competencies 
Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. 

 

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
