The Programme Associate , SC6 will be based in Xiengkhouang Province and will work under the direct supervision of the Programme Policy Officer. The Programme Associate (PA) will support the promotion of Nutrition Component of the Sustainable Rural Infrastructure and Watershed Management Sector Project (SRIWSM) and Agriculture for Nutrition project phase II (AFN II) activities and will be the focal point for coordinating WFP support for promoting small holder agriculture and linking with nutrition.

KEY ACCOUNTABILITIES (not all-inclusive):

Provide technical support and assist in the development and implementation of various activities and processes within the nutrition portfolio, supporting alignment with wider programme policies and guidelines.
-
Provide specialized project management support to nutrition activities to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
-
Ensure and/or perform accurate, timely recording of data within the nutrition activities (e.g., distribution reports, programmatic data collected digitally, monitoring, etc.) and consistency of information presented to stakeholders.
-
Support the capacity building of WFP staff, cooperating partners, within the nutrition portfolio in the frame of the projects.
-
Support and monitor the implementation of WFP-supported programs in Xiengkhouang, working closely with implementing partners and local communities.
-
Collaborate with the District Nutrition Team and local authorities in agriculture, health, education, and the Lao Women’s Union for the implementation of activities under the SRIWMSP and AFN2 projects.

Assist the Programme Policy Officer in building the capacity of District Community Facilitators (DCFs) and partners at the district level.
-
Support DCFs,Village Facilitators (VFs) and Lead Farmers in implementing Farmer Nutrition School (FNS) sessions, Natural Resources Management, the Nutrition Programme (LANN), and other activities in the relevant districts. This includes mobilizing smallholder farmers to increase agricultural production and promoting Social Behavior Change (SBC) among vulnerable groups to improve healthy diets, food security, and household nutrition.

Oversee the execution of program activities, ensuring adherence to guidelines and standards.

Conduct field monitoring and provide coaching to DCFs, VFs, offering technical support for rolling out SRIWMSP and AFN2 project activities.

Ensure all work aligns with team or organizational objectives.

Review and finalize advance requests for workshops, training, meetings, and field activities organized in the districts and villages.
-
Supervise District Community Facilitators (DCFs), providing guidance and instructions as needed. Regularly report on program activities, achievements, and challenges to the Programme Policy Officer (PPO).

Exchange information with internal counterparts to foster effective collaboration, implementation, and monitoring of ongoing project activities.

Perform other duties as required.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of secondary school education. Bachelor Degree in agriculture, nutrition, public health, social sciences or equivalent experience is highly desirable.
Experience:
-
At least 6 years relevant working experience in the sectors of community development, agriculture support , rural development or equivalent is preferable.

Experience working with technical team and contributed to programme implementation.
-
Willingness to work with local communities and ethnic groups.
Desirable Knowledge and Skills:
-
Excellent word processing skills and excel skills;
-
Experience working in difficult locations with people of different backgrounds.

Ability to speak ethnic group language(s) is an asset
-
Knowledge of database and data analysis is an asset.

Language: Fluency in both oral and written communication in English and Lao.
