ORGANIZATIONAL CONTEXT
The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realize justice and promote peace and sustainable development. IDLO is the only global intergovernmental organization exclusively devoted to promoting the rule of law and access to justice.
With its headquarters in Rome, Italy, a Branch Office in The Hague, Permanent Observer Missions to the United Nations in New York and Geneva, and 18 Country Offices across the globe, IDLO carries out policy advocacy, research, and the rule of law and justice programmes, operating in every region of the world.
THE POSITION
The Department of Programmes is the central management and coordinating function for programme delivery and capacity development. It is responsible for the implementation of IDLO’s global program portfolio for field and non-field locations in line with organizational strategy.
Under the direct supervision of the Regional Programme Manager Africa, the Programme Coordinator supports the implementation of programmes. The Programme Coordinator is responsible for overall programme cycle support, including formulation, implementation, and financial and quality compliance. The Programme Coordinator interacts with internal as well as external functions.
Summary of Functions
- Support day-to-day Programme implementation and ensure project consistency with project design and delivery and with IDLO processes and procedures.
- Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
- Programme Development and Programme Representation.
Key results expected
1. Support day-to-day Programme implementation, including work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.
- Manage the coordination of work and information between IDLO Offices.
- Support the development of implementation plans by means of standardized Programme cycle management tools, logic models and frameworks, work plans, and others;
- In coordination with the Field Office, monitor daily Programme implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections;
- Draft, collate, and provide input for the finalization of internal and external reports in collaboration with the field office; coordinate the approval and submission of Programme reports; ensuring these highlight the value and impact the Programme/activity brings;
- Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over-or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder;
- In conjunction with HR, support in the timely identification and screening of Programme consultants/contractors and processing of contracts.
2. Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place.
- Ensure internal procedures and guidelines are observed, recommending corrective action and consulting the appropriate department about any potential compliance issues. Monitor compliance with Programme contracts and subcontracts;
- Under the leadership of the Evaluation Unit, support the evaluation of Programmes;
- Ensure Programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts;
- Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the Programme; respond to internal and external requests for such research.
3. Programme Development and Programme Representation.
- Represent IDLO in Programme events, and under the guidance of the supervisor, build relationships and liaise with donors, UN agencies, government institutions, CSOs, and other stakeholders in the rule of law field through meetings and the preparation of reports and briefs;
- In coordination with the supervisor, generate ideas and identify new Programme opportunities; provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s Programme portfolio in line with country/regional/organizational strategies;
- Responsible for the design of implementation plans by means of standardized Programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others.
IDEAL CANDIDATE PROFILE
Education and Work Experience
- An advanced university degree in international development, law, public administration, business administration, public policy, or other relevant social sciences is required.
- 3-to 5 years of relevant professional experience, ideally within an international organization, is required.
- Professional experience in capacity development and Rule of Law Programming would be an asset.
- Relevant work experience in the region and a good understanding of the context and networks is desirable.
Languages
- Fluency in English
- Fluency in French would be an added advantage
Specific knowledge, skills, and competencies
- Familiarity with standard programme and data management methodologies, tools, processes, and results-based management and monitoring and evaluation principles.
- Excellent written and verbal communication skills.
- Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software.
- Works well with others and actively participates. Shares information contributes, encourages, and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others.
- Contributes to a fair environment that fosters collaboration and cooperation.

TERMS AND CONDITIONS
For this internationally professional recruited position, IDLO shall offer the selected candidate an International Affiliate Contract of 12 months.
IDLO shall also offer an annual salary of EUR 37,762 and a benefits package including provident fund contribution, medical insurance, and leave entitlements in accordance with the IDLO Employee Regulations and Rules.
Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
