Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organization. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.

Overview:

NP is in the process of setting up its country program in DRC to support the strengthening of safety and security of conflict-affected communities in South Kivu and North Kivu. Working through Unarmed Civilian Protection (UCP), NP centers local communities in preventing violence and promoting positive peace. The NP programming will focus on building capacities within local communities to engage in nonviolent self-protection methods such as protective accompaniment/presence, community-led safety and security initiatives such as conflict de-escalation techniques and early warning/response mechanisms. Secured funding spans several years and offers an exciting opportunity to be at the forefront of sustainable, civilian protection.

Job Summary:

The Programme Development and Reporting Coordinator will collaboratively work with the country management team in DRC to manage grants, ensure compliance with donor regulations, write proposals, and monitor and evaluate project implementation. The successful individual combines creativity and innovation with a keen eye for detail and accuracy. They have excellent oral and written communication skills, a demonstrable interest in civilian protection/violence reduction, and a track record of cultivating donor relationships and writing successful proposals. They thrive in a multicultural environment, is a collaborative team player, and is comfortable living and working in highly fluid and insecure environment.

Key Responsibilities

Programme Development:

  • Support the DRC country team in defining program development strategy, preparing proposals for donors, and negotiating contracts.
  • Contribute substantively to developing and adapting the organization’s fundraising strategy
  • Work with the country management team to establish and maintain positive relationships with donors and potential donors
  • In conjunction with the Head of Programmes, develop proposals, log frames and proposal budgets. This includes soliciting ideas from field teams and program staff, contributing creative ideas, coordinating with the programme management team, and packaging proposals to meet the specific needs of different donors
  • Proactively follow-up with the donors following proposal submission to monitor progress, answer questions and amend submission as necessary
  • Pursue funding opportunities other than direct grants from donors, e.g. as a sub grantee or consortium member.

Grants Management

  • Maintain orderly files and involve all internal stakeholders in communications on fundraising issues.
  • Prepare handover files for programmes and finance staff following the successful negotiation of donor contracts, ensuring that salient information regarding grant management is clearly flagged and communicated, and that all relevant paperwork is made available.
  • Understand donor contracts and ensure compliance with contractual requirements.
  • Monitoring donor payment scheduling, initiate payment requests, and collaborate with finance staff to ensure donor tranches are promptly requested and followed up on.

Reporting

  • Lead in the coordination and finalisation of narrative donor reports.
  • Liaise with the finance department in regard to financial reporting to ensure that financial reports are submitted on time, in adherence with financial reporting requirements, and that they correspond to the narrative reports.
  • Support preparation internal quarterly reports and disbursement projections to be submitted to HQ.

Monitoring & Evaluation:

  • In coordination with the Regional Programme Impact Analyst, assist in the process of rolling out M&E tools to the field and provide field teams with technical support to implement them. This may include conducting workshops for field staff on monitoring, evaluation and reporting.
  • Monitor project outputs, track progress towards indicators and measure impact of projects.
  • Support implementation of data management system for routine programme monitoring.

Qualifications:

  • Excellent and precise command of English oral and written communication skills, including ability to analyse and present a cogent argument both in writing and orally. There is a significant amount of writing required in this position.
  • Track record of developing successful proposal packages, including narrative, logframes and budgets.
  • Significant experience developing narrative donor reports under minimal supervision
  • Experience developing, implementing and utilizing M&E tools.
  • Experience negotiating contracts with donors an advantage
  • Experience of managing and prioritising a high workload with a flexible approach to changing environments.
  • Advanced knowledge of Microsoft Office
  • University degree in a relevant field
  • At least 3 years experience in a similar role with experience of institutional donors
  • Good skills in Microsoft Office applications.

Skills and Competencies:

  • Excellent English written and verbal skills. Ability to converse in and understand French required
  • Excellent problem-solving and analytical abilities.
  • Ability to work effectively in a team and independently, coordinating several different teams on one output

Preferred Qualifications:

  • Experience implementing programmes in the field, ideally in humanitarian emergencies
  • Knowledge or demonstrable interest in civilian protection, human security, violence reduction and/or peacebuilding

  • A University degree in a relevant field
  • Ability to set priorities
  • Ability to communicate effectively with individuals and motivate and provide leadership to team and to work and live in a multi-cultural environment

Working Conditions:

  • This field position may include challenging living conditions, limited access to amenities, and potentially unstable security situations.
  • You must be prepared to live in basic or non-traditional accommodation, which may include shared housing, camps, or field-based settings
  • Demonstrated ability to adhere to strict security protocols and maintain high level of integrity.
