Westminster Foundation for Democracy (WFD) is looking for an exceptional Programme Director to lead on the strategic development and management of our programmes in Ukraine.

Location: Kyiv, Ukraine.

Salary: $55,000-$65,000 gross (before taxation) per annum.

Benefits: 4 wellbeing days per calendar year (pro-rata for part-time staff), rest and recouperation provision up to once every three months (subject to security conditions), plus annual leave, health insurance allowance and public holidays entitlement.

Contract Details: Initial fixed-term contract to 31 March 2025 with likely extension (subject to funding) Hours Full time.

This is a Ukraine based role; therefore, applicants should only apply if they are eligible to work in Ukraine.

​Occasional national and overseas travel to support programme implementation and/or oversee activities is required for the position.

WFD is the UK public body dedicated to supporting democracy around the world. WFD is sponsored by the Foreign, Commonwealth and Development Office (FCDO). During the last 30 years WFD has helped democracies grow stronger so that more people benefit from freedom and prosperity. Today our talented team of around 180 colleagues design and deliver programmes in over 40 countries and territories around the world.

Programme Director – Recovering Ukraine Democratically (RUD) – Ukraine

This exciting new Programme Director (PD) position is a strategic-level role within our Ukraine team. This role will support the expansion of WFD’s operations in Ukraine spearheading those efforts in-country and lead our programming focused on inclusive decision making.

Working alongside the Country Director, Regional teams and established country programme(s), the PD is charged with the overall development, implementation, and sustainability of our Recovering Ukraine Democratically programme (RUD). RUD intends to support the democratic system to meet the expectations and needs of Ukrainian citizens effectively, through an inclusive problem-solving approach. It intends to use an innovative methodology of inclusive problem solving, ensuring the democracy delivers.

The PD will lead initiatives in a number of other key functions, including programme adaptation, quality assurance and oversight, compliance, business development and risk mitigation, inter alia.

Key areas of responsibilities include.

Networking – developing wide-ranging contacts across various stakeholder groups to support our understanding of the operating context, and the ways WFD can contribute to positive democratic outcomes.

Business/funding development – attracting new in-country funding and support. Providing knowledge of the institutional donor landscape in Ukraine and established network in this community.

Representation – communicating complex governance problems to a wide range of audiences and representing WFD externally.

Programme Delivery – oversight and management of significant budgets, including output reporting.

Relationship Management – developing significant relationships with a range of international donors.

Line management – developing, inspire and growing a small team with the possibility of this number scaling up or down.

The Programme Director will work alongside our Country Representative, Ukraine and reports to our UK-based Senior Programme Manager, Eurasia.

About You

This strategic-level position will appeal to someone with exceptional programmatic experience and significant understanding of the Ukraine’s governance system, its challenges, political dynamics, and political economy.

The core skills and experience required are.

  • Minimum 5 years’ experience in a similar strategic-level position within an international or leading Civil Society Organisations, alongside solid understanding of the principals underlying democratic assistance programming, including inclusive decision making, parliamentary strengthening, political party assistance, electoral processes, civil society strengthening and women’s political leadership.
  • Experience of implementing political and governance programming sponsored by international donors.
  • Thorough knowledge of the political environment and institutions in Ukraine combined with an exceptional understanding of the challenges of democratic reform.
  • Proven ability to lead, manage, and develop teams.
  • Experience in thematic areas relevant to WFD’s political and parliamentary development interests including inclusion of under-represented voices in decision making.
  • Good track record of donor engagement, including pitching programme ideas and drafting proposal.
  • Previous experience managing significant financial resources and budgets.
  • Excellent written and verbal communication skills in English and Ukrainian
  • Proven ability to manage multiple different initiatives.
