Functional Responsibilities

Under the supervision of the Project Manager, the incumbent will be responsible for the following:

  • Contribute actively to the design, development, and delivery of training curricula, training relevant materials, and agenda.
  • Participate and contribute to country consultation visits and assessments.
  • In coordination with the Countering Terrorist (CT) Travel Law Enforcement Expert, the Programme Coordinator, and the Training Team, develop presentations, and practical exercises and deliver training.
  • Support, organize, and undertake study and/or exchange visits with Member States that already have functional and operational PIU, virtual or in person.
  • Coordinate the development and delivery of mentoring activities to build the capacity of prioritized PIUs.
  • Support operational working groups and national authorities in establishing their PIUs through direct engagement with the operational working groups.
  • Participate, cooperate, and coordinate with CT Travel partners and relevant CT Travel activities, substantively contributing and providing operational inputs to national, regional and global activities in matters related to API/PNR and Pillar 2 implementation.
  • Draft mission report, presentations, and documents related to the above-mentioned trainings.

Expected tangible and measurable output(s)/deliverable(s):

The international consultant will be in charge of planning and organizing capacity-building activities to be implemented as part of the overall strategy on the use and analysis of API/PNR data for law enforcement purposes, including detailed work plans, estimated budget and identification of experts (trainers/mentors). More specifically, the international consultant will be responsible for the following tasks:
 
1. Trainings:

  • Assist in the design of training curricula, training relevant materials, and agenda as per the below deliverables.
  • Provision of the training materials (PowerPoints and other relevant training-related documents)
  • Active participation in the delivery of the training for the selected agencies mentioned in the project (in-person and/or online).
  • Deliver capacity-building assistance on specialized aspects of the use and analysis of API/PNR for law enforcement purposes to governments, in particular, staff of Passenger Information Units (PIUs) as well as other relevant law enforcement agencies and entities, with the support of relevant experts in specialized areas including training, on-the-job mentoring, and train-the-trainer training.
  • Initiate, develop, coordinate or contribute to training materials to support and sustain programme/project goals and outputs. Identify possible e-learning tools on related issues and provide training on the use of such tools.

2. Passenger Information Unit (PIUs) visits

  • Organize study and/or exchange visits with Member States that already have functional and operational PIUs and facilitate short-term deployment of experts to newly established PIUs (online and in-person).
  • Participate and contribute in country consultation visits and assessments and allow a better understanding of the structures, models, sizes, and processes of establishment of other PIUs based on the roadmap, to agree on the funding, staffing and stakeholder management to ensure commitment and support on all relevant levels in each Member State, as well as in the institutional positioning of PIU.
  • Identify experts to contribute to extending the Program’s Pool of Experts
  • Reach out to additional operational PIUs to create opportunities for cooperation and further globalize the network of partners.
  • Update the PIU visit tracker accordingly.

3. Operational working groups

  • Review current capacity-building needs of Member States in terms of API/PNR, in coordination with the Law Enforcement Expert (Airports/Air passenger data) and organize Operational Working groups accordingly (online and/or in-person, when back-to-back with trainings and/or PIU visits)
  • Supporting national authorities in establishing their PIUs through direct engagement with the operational working group  
  • Organize sessions to facilitate an exchange of best practices and lessons learned among Member States.
  • Assist Member States in drafting operational documentation (Terms of Reference, Standards of Procedure.

Education/Experience/Language requirements

Education 

  • An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. 
  • A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

Work Experience 

  • A minimum of five (5) years of relevant professional experience in law, criminology, or another criminal justice field at both national and international levels is required.
  • Work experience with the United Nations system or similar international organization is desirable.

Language

  • Fluency in English (write, read, talk) is required. 
  • Knowledge of another official United Nations language is an advantage.
