Context:
Under the overall supervision of the Head of Programmes and the direct supervision of the Programme Manager for Immigration and Border Governance (IBG), and in collaboration with relevant units at Headquarters and the Administrative Centres in Manila and Panama, the Programme Officer (IBG) will be responsible and accountable for supporting the implementation and monitoring of International Organization for Migration (IOM) Tunisia’s Country Office (CO) IBG Programme, and support the government liaison with relevant stakeholders at the national and sub-national level with regards to the IBG Programme.
Core Functions / Responsibilities:
- In close coordination with the Programme Manager (IBG), assist in overseeing the day-to-day implementation of Tunisia CO’s IBG projects by contributing to the effective and timely design, planning, monitoring, and evaluation of activities.
- Support the Programme Manager (IBG) in the regional coordination of Regional Mediterranean Governance Programme (RMGP) and provide technical support and guidance to the day-to-day implementation of IBG Tunisia Legal Identity-related activities.
- Regularly coordinate and follow-up with the CO’s Supply Chain Unit to check if the equipment purchases are duly coordinated, received, and distributed in a timely manner. Update relevant procurement plans in coordination with Supply Chain Unit.
- In collaboration with the programme team, update a project-level workplan, and coordinate the maintenance, and regular review of project-level workplans.
- Maintain liaison and working relationships with key stakeholders such as United Nations (UN) agencies, Non-Governmental Organizations (NGOs) and donors.
- Participate in coordination and inter-agency fora relevant to the programme and support the Programme Manager (IBG) in the development of strategic partnerships, especially in the area of Legal Identity.
- Coordinate the reporting processes of the projects including obtaining necessary reviews and endorsements and completing entry into internal systems.
- Ensure all project documentation is up to date and entered into the internal systems.
- In coordination with Programmes Unit, contribute to resource mobilization for the IBG programme by providing technical inputs for the development of new projects, including assisting in drafting funding and project proposals, and monitoring data entry in internal systems.
- Coordinate the production of communication and visibility tools and materials relevant to the IBG programme.
- Implement appropriate monitoring and evaluation tools that support adaptive management and internal learning using Tunisia CO’s Monitoring, Evaluation and Learning strategy.
- In coordination with the Programme Manager (IBG) and the Finance unit, contribute to the budget monitoring, including reviewing financial reports and reconciling manual tracking with internal systems.
- Provide updates to the Programme Manager (IBG), the Head of Programmes, as needed on the overall performance of the relevant projects to facilitate effectiveness, conflict sensitivity, coherence, equity, and integrity.
- Undertake duty travel, as required, in line with prevailing security restrictions, relating to programme implementation.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Development, Political or Social Sciences, Law, International Relations, Security Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- A minimum of 2 years of progressively responsible international experience in the humanitarian and/or development field;
- Experience in engaging with governmental representatives, police, civil society and communities is highly desirable;
- Experience in working in the Immigration and Border Governance in the Middle East and North Africa (MENA) and/or Horn of Africa is highly desirable; and,
- Experience in the area of Legal Identity is highly desirable.
Skills
- Knowledge of MS Office and Internet browsers;

- Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives; and,
- High level of computer literacy.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is highly desirable and/or working knowledge of another official UN language (Chinese, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
