Mission and objectives
Established in 1951, the International Organization for Migration (IOM) is a Related Organization of the United Nations.
As the leading UN agency in the field of migration, IOM works closely with governmental, inter-governmental, and non-governmental partners. With 172-member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
IOM has been operating in Lebanon since 2006, with 130 staff spread between Beirut, and field offices in North Lebanon and the Beqaa Valley.
Context
As outlined in the third pillar of its Strategic Plan for 2024-2028, IOM works to unleash the potential of migration by assisting States to establish, expand and enhance regular migration pathways, while reducing irregular migration. To this end, IOM’s office in Lebanon manages programmes that take a systematic approach to supporting the ecosystem for vulnerable refugees and Lebanese to access regular migration pathways. This begins with the identification of vulnerable individuals and groups, working with Technical Vocational and Educational Training (TVET) providers to ensure training is targeted for employment-related mobility opportunities, facilitating ethical recruitment and decent work, and assisting in the preparation for safe and orderly migration, including through skills mobility partnerships.
The assigned UN Volunteer would support the Senior Regular Pathways Specialist in the development of the Regular Pathways Unit and implementation of related projects and programmes. This includes engagement with relevant government ministries, private sector employers and associations, academic institutions, think tanks, and civil society organizations. Additionally, the successful candidate would play a coordination function within IOM related to regular migration pathways, within the country office, with other IOM country offices, with regional office and headquarters. Finally, the successful candidate will work within the programmes team to support project development and implementation, as well as assisting senior management staff as needed.
Task description
Under the direct supervision of the Senior Regular Pathways Specialist, the UN Volunteer will undertake the following tasks:
• Support ongoing projects by assisting in project planning, coordination, and execution, with a focus on IOM’s regular labour pathways programmes, supporting complemen-tary pathways for Syrian and other refugees in Lebanon as well as regular labour, edu-cational and other pathways for Lebanese citizens to respond to current and emerging crises.
• Assist in project monitoring and evaluation, as assigned.
• Conduct research on specific topics, related to regular migration pathways available to Syrian and other refugees as well as Lebanese individuals, particularly labour mobility schemes.
• Support project development and fundraising, focusing on programmes that promote labour mobility for refugees and Lebanese youth, and related skills development inter-ventions such as skills mobility partnerships.
• Assist in the preparation of high-quality reports, including donor reports, situation re-ports, and other relevant reports, in coordination with relevant staff.
• Assist in planning and organizing events or meetings. Coordinate logistics for work-shops, seminars, or conferences, and provide on-site support as needed during events.
• Contribute to the development and implementation of a communications plan and other visibility materials.
• Perform such other duties as may be assigned.
