Context:
The International Organization for Migration (IOM) is one of the major humanitarian and development actors in Somalia. IOM has established a Rapid Support Mechanism (RSM) in Somalia, a mechanism to provide rapid humanitarian response through local and international partners to vulnerable communities in need in the priority districts identified by the Humanitarian Needs and Response Plan for Somalia. Through the RSM, IOM will ensure that the rapid response grants are implemented by partners that have the required capacity and expertise in the target locations and sectors. Grants will be accessible to implementing partners based on the needs identified and operational gaps escalated through the area-based coordination groups.
Under the overall supervision of the Senior Programme Coordinator (EPC), the direct supervision of the Programme Coordinator (RSM) in Mogadishu, Somalia, and in close coordination with relevant units and the Regional Office in Nairobi and Headquarters (HQ), the Programme Officer (Rapid Support Mechanism) will be responsible for supporting and coordinating the development, implementation, monitoring and reporting of the activities implemented by implementing partners and IOM through the RSM. The Programme Officer (Rapid Support Mechanism) will also support the Programme Coordinator (Rapid Support Mechanism) with external engagement with partners including UN, INGOs and local actors, as well as government and donors for operational coordination of crisis response interventions under the Emergency and Post-Crisis (EPC) Programme pillar.
Core Functions / Responsibilities:
- Provide technical and administrative support for the overall implementation of the activities implemented by implementing partners and IOM through the RSM in IOM Somalia, including their financial, administrative and technical implementation, in compliance with IOM policies and standards, as well as donor requirements, agreed timeline and deliverables.
- In close coordination with the Programme Coordinator (RSM) and/or the Senior Programme Coordinator (EPC), coordinate the work of all partners receiving funding from the RSM to support and/or undertake specific activities, as well as operations staff assigned to the programme.
- Draft and/or provide technical inputs for the development of standard operating procedures, process flows, templates, and terms of reference for the key tasks of the RSM, in close coordination with the grants and compliance team and the Programme Officer. Participate in and/or provide technical guidance for partner mapping, the advertisement of RSM Call for Interests and Call for Proposals, and setting up framework agreements with selected RSM partners, in compliance with agreed risk assessment criteria.
- Maintain close collaboration and contribute to strengthening the partnerships with relevant stakeholders. Liaise with field counterparts, implementing partners and coordination structures (Area-Based Coordination groups, clusters etc.) as appropriate and provide updates on IOM operations as needed.
- Monitor project burn rates, track partner implementation and any operational delays/deviations from work plans and promptly update the RSM team accordingly.
- Draft and produce progress and other reports and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.
- Assist in conducting contextual analysis to identify potential activities to be implemented as part of the RSM in line with IOM mandate and the priorities established by the Government and partners in Somalia. Provide technical support in analysing displacement related trends and crisis triggers and issues in view of strategic, programmatic and programme-specific funding allocations and partner selection.
- Contribute to the identification of donors’ priorities and strategies, explore the possibility to develop follow up initiatives and/or initiate new programme development process in Somalia and draft projects proposals, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.
- Contribute to the development of relevant monitoring and evaluation plans, and tools to track policy mainstreaming initiatives and measure progress and effectiveness, make recommendation on suitable course corrections, and supporting further development and improvements in close coordination with the MEAL officer.
- Provide technical inputs to support the development and implementation of a capacity strengthening strategy and plan for RSM implementing partners. Supervise and/or provide technical guidance and support to all relevant Programme staff and implementing partners.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Law, International Relations, Political or Social Sciences, International Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in programme management, implementation, support and/or project development;
- Experience in coordination of various projects and local implementing partners under the programme to ensure maximum outputs;
- Experience working with the United States Agency for International Development (USAID) programmes preferably with the Bureau of Humanitarian Affairs (BHA) and/or working with UN OCHA’s Country-Based Pooled Funds, or the Central Emergency Response Fund (CERF);
- Experience in liaising with government authorities and other national/international institutions;
- Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;
- Experience supporting capacity building of local and national partners preferred;
- Experience with UN and International Agencies, international or local NGOs preferred; and,
- Work experience in the Region is an advantage.

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
