JOB SUMMARY:

This position, reporting to the Deputy Country Director-Programs, is a central position for CARE South Sudan’s efforts to strengthen the quality of its programming; and ability to innovate, learn and adjust to continually changing realities in the country.

The position will cover the whole program and project; designing and evaluating program frameworks, developing projects on the basis of the program frameworks; ensuring the systems are in place to monitoring and evaluate impact.

The position leads a team of staff that drives improvements in MEAL, proposal development and reporting. The incumbent will focus on ensuring that CARE programs and projects address the underlying causes of poverty and vulnerability in line with CARE’s and industry standards and best practices. The incumbent will ensure that data and information are harvested, analyzed, and turned into knowledge and guidance that helps the Counterpart global team improve design and practices.

RESPONSIBILITIES:

Business Development and new Program Design

  • Work closely with the DCD-P to operationalism the funding strategy, ensuring alignment with context humanitarian needs, response strategy as well as operational feasibility and technical quality.
  • Monitor and analyze new funding opportunities that align with the overall response strategy and allow the CO to meet the intended strategic objectives.

Development and Implementation of the country office learning and impact measurement systems

  • Guide and assist country programs’ MEAL team to design and rollout of MEAL system, focusing on developing and implementing country and project-specific MEAL strategies, tools, systems and plans that are in line with CARE’s global M&E processes and feeds into CARE global indicators/databases;
  • Ensure MEAL staffs’ timely and effective support to the humanitarian and development project teams for programme and data quality management;

Program planning, monitoring, evaluation and quality assurance

  • Take lead in setting quality standards and ensuring quality control mechanism are in place in close consultation with the MEAL function and pillar leads
  • Ensure proper functioning of CARE SS MEAL system including periodic analysis of data and feedback to program
  • Ensure strategic oversight and provide guidance and support to the MEAL function and Sector Teams.

Knowledge Management, Learning and Communication

  • Develop and roll out a country office knowledge and learning management strategy in collaboration with the technical and MEAL staff;
  • Develop a learning agenda, ensuring evidence-based programming, feeding learning into programme design and implementation, and programme knowledge is being captured;

Capacity development for CARE and partner staff

  • To lead the development and implementation of systems, methodologies, and tools for enhancing the technical capacity of implementation partners and CARE South Sudan staff.

Ensuring Accountability and Gender Equality, Diversity, Inclusion & Safeguarding Practices

  • Develop tailored accountability strategy for country programs with close supervision from the Deputy Country Director for Programs and in collaboration with the pillar leads and ensure quarterly reporting;
  • Establish & ensure that Feedback and Accountability Mechanisms (FAMs) are implemented/coordinated and utilized according to agreed principles and following the minimum standards of accountability;

QUALIFICATIONS:

  • Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies)
  • Master’s degree in Social Sciences, Development studies or other related fields or combination of relevant education and experience
  • 5 years of experience in working in a conflict context supporting humanitarian assistance programs
  • Understanding of and experience with various donor proposal and reporting requirements
  • Familiarity with the South Sudan context would be an added advantage.
  • Proficiency in data visualization approaches and tools
  • Minimum of 10 years working experiences in relief and development contexts
  • Demonstrated success in securing international development funding from sources such as USAID/OFDA, EU/ECHO, DFID, GAC, DRA the UN and other institutional donors
  • Excellent written and oral communication skills in both English
  • Excellent analysis and written skills for writing concept papers and design documents (including log frames and indicators).
  • Demonstrated proposal development experience, including managing proposal development teams.
