The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
Project Delegate (m/f/d), Palestinian Territories
GRC is currently seeking a Project Delegate (m/f/d) for the coordination of the project: “Accelerating Local Action In Humanitarian And Health Crises” in the Palestinian Territories. The project is an integral part of an overall Pilot Programmatic Partnership (PPP) between IFRC and DG ECHO and started in May 2022, with the currently planned finalization in May 2025.
The GRC is the lead National Society of the PPP, in partnership with the Italian Red Cross (ItRC) and the Palestine Red Crescent Society (PRCS) and the IFRC Palestine Delegation as well as other Red Cross / Red Crescent Movement partners. The project addresses five thematic pillars, namely: disaster risk management (DRM), Epidemic and Pandemic Preparedness and Response, Humanitarian assistance and protection for people on the move and host community members, cash and voucher assistance (CVA), and risk communication, community engagement, and accountability (CEA).
The Project Delegate will coordinate the overall implementation of all above-mentioned pillars in close coordination with the PRCS teams and project consortium technical advisors.
The cooperation between the GRC and the PRCS started in 1996 and consolidated with a permanent delegate presence in 2007. GRC Office is located in PRCS HQ in Ramallah and is currently composed of 3 international delegates and two local staff.
Starting date: as soon as possible
Duration: 10 months (with possibility of extension)
Location: Ramallah, Palestinian Territories, including travel within the Westbank and Gaza Strip, based on ongoing security assessments by the ICRC
Main duties & responsibilities:
- Support PRCS´ implementation of the PPP project, including quality and compliance assurance, local procurement and financial management, grant management, monitoring, and visibility and communication.
- Facilitate and coordinate the technical assistance (DRM, CVA, CEA, Epidemic and Pandemic P&R and cross-cutting related components) through the respective Partners (GRC, ItRC, IFRC) and maintain good communication and knowledge management of all project partners.
- Mentorship, capacity strengthening and technical support to PRCS teams.
- Ensure reporting towards IFRC and ECHO meets all standards and procedures.
- Ensure continuous financial and activity monitoring jointly with PRCS.
- Support cross-departmental project (programmatic) planning with the PPP project being a facilitator for this but not the final objective.
- Ensure continuous communication flow between all partners and ECHO within Palestine and towards Headquarters.
- Assess the current situation, trends, patterns and changing needs and consequently advise on appropriate strategies.
- Coordination with other RCRC Movement partners in the country to ensure synergies between interventions conducted by PRCS.
Required Competencies & Skills:
- University degree or advanced degree in a relevant field.
- At least five years experience in designing, implementing, and managing humanitarian programs and activities.
- Experience in Disaster Risk Management, Epidemic & Pandemic Preparedness and Control, Cash and Voucher Assistance is seen as a very strong asset. Working experience in at least two of the five mentioned pillars is required.
- Ability to mentor and guide staff and provide technical support and capacity building.
- Strong programme management skills, including planning, activity tracking, finance management, monitoring, and evaluation.
- Proven experience working with national and local partner organizations. Previous experience in working with the Red Cross / Red Crescent is a strong asset.
- Excellent communication, conflict resolution and problem-solving skills as well as intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner.
- Experience in managing donor-funded projects, preferably ECHO funded projects.
- Experience in working in MENA region or fragile, volatile and conflict context will be a strong asset.
- Flexibility and adaptation to change, proven ability to work and live in a challenging environment under changing security regulations.
- Oral and written fluency in English (knowledge of Arabic is an asset).
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
- Valid International Driving Permit.
