OBJECTIVES OF THE PROGRAMME
To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health priorities, sustainable development agendas and harmonized with the United Nations country teams and partners to improve health outcomes and progress towards achieving Universal Health Coverage.
ORGANIZATIONAL SETTING
The incumbent works under the direct supervision of the responsible technical officer. She/he is expected to perform his/her duties and responsibilities with the highest degree of efficiency and sound judgment.
The incumbent coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. expected results)
To provide comprehensive support to the technical team in monitoring and overseeing the implementation of the construction project, ensuring quality control and adherence to project timelines and specifications, such as:
- Participate in and follow up on the planning, coordination, and implementation of infrastructure activities for medical warehouses and primary health care centers.
- Support WCO’s team to issue the Request For Proposals, complete with all the project documents including project layout design, tender specifications, drawings, Bill of Quantity (BoQ), evaluation of the technical proposals based on the predetermined evaluation criteria in accordance with local mandates and international construction standards.
- Monitor, supervise, and provide guidelines and instructions at the construction site to ensure quality.
- Assist in BoQ checks, market surveys, and cost estimations.
- Contributes to the preparation of the Pre-Qualification dossier and Tender dossier, assisting in the screening/ selection process.
- Assist in applying WHO Good Storage and Distribution Practices (GSDPs) for existing regional warehouses.
- Ensure all projects comply with WHO environmental regulations and regulatory requirements.
- Enhance the performance and strengthen the medical supply chain management system.
- Participate in budgeting and cost control of projects.
- Assist in identifying potential risks and challenges in the construction process and participate in mitigating these risks.
- Organize data, drawings, and documents.
- Assist in drafting, formatting, and editing policy briefs, tool kits, guides/manuals, hand-outs, brochures, and reports.
- Participate in ongoing WHO projects, activities, and training workshops
WORK RELATIONS AND PARTNERSHIPS
The incumbent will provide comprehensive support to the technical team in monitoring and overseeing the implementation of the construction project, ensuring quality control and adherence to project timelines and specifications. The incumbent will be responsible for developing regular progress reports, including analysis of project milestones, budget utilization, and overall impact. Additionally, the incumbent will generate timely analytical reports to assess the project’s progress and address any challenges, thereby supporting informed decision-making and successful project outcomes.

REQUIRED QUALIFICATIONS
Education Qualifications
Essential: Completion of secondary education, supplemented by administrative training and or technical courses in a field related to the work performed.
Desirable:
- University Degree in Civil Engineering or Electro-Mechanical Engineering.
- Master’s degree in engineering or business administration.
- Any well-known certifications in the supply chain management and project management filed.
Professional Experience and knowledge
Essential: At least 6 years’ experience in a related field of infrastructure projects, project management and supply chain.
Desirable: Relevant experience in WHO or UN organizations
Technical skills and knowledge:
- Valid engineering license from the Jordanian Engineers Association is preferred.
- Background and well-knowledge of the National Jordanian engineering regulations and legislation, including Jordan Engineers Association, and Civil Defence Directorate (CDD).
- Preferable to has a previous experience in the medical construction works for warehouses and primary health care centers.
- Background with good understanding for the Civil/Electrical/Mechanical works (MEP services)
- Experience with direct construction site supervision including health & safety management
- Good communication and interpersonal skills.
- Ability to work under pressure and with limited resources.
- Communicating effectively verbally and in writing.
- Good report-writing skills in English
- Able to write clear and concise reports, procedures, and quality documents.
- Working collaboratively with team members
- Producing and delivering quality results
- Target-oriented, ability to work independently with minimal supervision, take initiative, and make decisions.
- High degree of flexibility and responsiveness
- Strong organizational skills
Language Skills
Excellent knowledge of English and local language.

REMUNERATION
Remuneration comprises an annual base salary (Net of Tax) starting at JOD 20,908
