Project Description

BSF is active in the Middle East since 2015 and currently implements various educational projects in Iraq, Syria, Lebanon and Palestine. Operations are conducted under the regional office in Amman. Thanks to the support of the French Agency for Development, BSF is launching the second phase of its project called “Ideas Box Initiative”, which seeks to enhance the autonomy and resilience of vulnerable communities by improving their access to information, education and culture in Iraq, Lebanon and Palestine.

In Iraq more specifically, the project will support 2 NGO partners through the deployment of several Ideas Boxes1 and Ideas Cube kits2. The tools will be deployed in Mosul, in 2 community centers, and in Sinjar, in a women center, to help the partners design and implement activities on non-formal education, psychosocial support, access to information, social cohesion, gender and awareness-raising on disability.

Position Objectives

BSF’s regional office in Amman is looking for a Project Manager based in Iraq to ensure the proper implementation of the project’s activities and provide support to implementing partners of BSF in Iraq. Under the direct supervision of the Regional Program Coordinator, she/he will work closely with the Content, Training & Facilitation Technical Advisor (TA).

The assignment’s main objectives are:

  • Operational and Financial management and monitoring of the project’s activities ;
  • Support in organizing and facilitating trainings, and in completing procurement processes and logistics tasks ;
  • Monitoring, evaluation and capitalization ;
  • Partnership management and follow-up, including mobilizing and coordinating with partners and relevant stakeholders in Iraq.

Key responsibilities :

The Project Manager will be responsible for the following key tasks:

1.CONTEXT AND PARTNERSHIPS

  • Supports the Program Coordinator in developing partnership agreements with NGO partners
  • Facilitates coordination between BSF and implementing partners, organizes coordination meetings
  • Represents BSF in sectoral coordination meetings if relevant.
  • Monitors the context evolution and the security situation in coordination with the regional office in Amman.

2. CONTENT

  • Adapts the content needs assessment tools produced by the TA, according to the project’s requirements
  • Oversees the administrative and logistic arrangements to implement the needs assessment and monitoring missions conducted by BSF on the field
  • Conducts needs assessment tasks, jointly with the TA.
  • Supports the TA in the design the content strategy
  • Selects the content, based on the content strategy designed by the TA

3.TRAINING

  • Designs the capacity assessment tools for each partner
  • Organizes the logistics of the training needs assessment with the partners, in close collaboration with the TA
  • Supports the TA for the implementation of the training needs assessments
  • Co-develops and monitors the implementation of capacity building plans for each partner,
  • Leads the logistical organization of trainings and facilitates the trainings and capacity-building sessions with the partners
  • Drafts training reports and evaluations

4.ACTIVITY IMPLEMENTATION

  • Partnerships and grants management: follow-up NGO partners’ reporting and implementation of activities, reviews financial reports and supporting documents
  • Oversees the partners’ data collection processes
  • Produces communication materials (pictures, success stories), which include taking consent from the participants / their respective parents.

5. ADMINISTRATIVE MANAGEMENT

  • Liaise with local government officials to ensure compliance with local regulations and protocols.
  • Acts as the primary contact for administrative affairs and providers.
  • Supports the Support Coordinator for the procurement and payment processes for equipment, supplies, and services, ensuring the best value for money and adherence to BSF’s and donor’s procurement policies.
  • Assists with travel and accommodation arrangements for staff as needed.
  • If necessary, ensures the recruitment and management of simple service contractors (drivers, etc.) related to administrative, financial or logistics, with the help of the Support Coordinator

6. MONITORING AND EVALUATION

  • Implements and trains the partners on the monitoring and evaluation tools (qualitative and quantitative data) of BSF
  • Organizes regular on-site monitoring visits for each partner
  • Animates a community of practice around BSF projects, amongst partners’ field teams, on topics ranging from non-formal education, protection and social cohesion to lessons learned and good practices on facilitation techniques and skills
  • Organizes and implements lessons learned and capitalization workshops with the partners’ field teams

Qualities and qualifications :

Required Education & Experience:

  • University degree in the fields of Social Sciences, Education, Project Cycle Management, Humanities, Law or other related field. A Master degree is an asset.
  • At least three years of experience in project management (including design, set-up, mobilization, planning, implementation, monitoring, reporting and capitalization)
  • Proven experience in protection activities (psychosocial support, awareness-raising, child protection)
  • Proven experience in designing and conducting trainings
  • Proven experience in conducting logistics, procurement and administrative tasks
  • Experience in partnership and grants management would be an asset
  • Experience in working on cultural or educational projects would be desirable
  • Experience in coordination, communication and animation of networks (community of practice management) would be an asset
  • Quantitative and qualitative data analysis skills
  • Experience with Kobo Collect
  • IT skills (handling and working with digital tools such as tablets, computers, cameras, tape-recorder)
  • Good representation skills
  • Awareness of humanitarian principles

Required Qualities:

  • Interest in digital education and new educational tools, platforms, and technologies is strongly desired.
  • Thorough, organized, and reliable. Able to work autonomously with a sense of responsibility.
  • Capable of adapting, managing priorities, and acting pragmatically in a busy work environment.
  • Strong interpersonal and communication skills. Able to coordinate and collaborate well with external stakeholders.
  • Willingness to learn, grow, and participate as a team member

  • Arabic native speaker
  • Fluent in English
  • Driving license

Recruitment conditions :

  • Status: Short-term contract (12 months)
  • Start Date: 01.11.2024
  • Location: Based Erbil, with several trips in both KRI and Federal Iraq
  • Reports to: Regional Program Coordinator
  • Gross salary: Between 2.180.000 IQD and 2.910.000 IQD monthly – based on experience
