Working context

WeWorld has been working in Mozambique since 2000 with development and emergency projects in the fields of education, food security, climate change resilience and DRR in the provinces of Maputo, Gaza, Inhambane, Zambezia, Manica, Cabo Delgado and Tete. WeWorld carries out emergency projects in the provinces of Manica and Cabo Delgado. It has been intervening in response to Idai and Kenneth cyclones (2019) to assist affected populations, in 2020 it also started intervention in response to COVID-19 and to strengthen the social cohesion and the peacebuilding in Cabo Delgado province. At present, our main donors in the country are Italy (AICS), the EU, the UN (UNICEF, WFP) and the Swiss Cooperation.

The person sought will be involved in the operation of the project “DELPAZ Tete – Women and youth empowerment to foster climate-resilient livelihood, social cohesion and peace in Tete Province conflict-affected communities”. The initiative contributes towards the consolidation of peace at subnational levels in Mozambique and more specifically it aims to improve the livelihoods of rural communities, with a special focus on women, youth and disadvantaged groups through (i) enhanced public investment and service provision in Moatize, Tsangano and Doa districts and rural municipalities; (ii) Increased adoption of climate smart and productivity enhancing agriculture technologies and practices by small holder women and youth in conflict-affected communities and (iii) enhanced market integration and off-farm economic activities of conflict-affected communities. WeWorld, as partner of the project, is involved in the output (i).

Job description

The Project Manager Junior will be responsible for the successful implementation of activities, providing guidance to the project team in achieving the agreed goals in the respect of time, quality and budget standards. In addition, it is required to support the Area Manager in enlarging and improving the action of WeWorld in the Central provinces of Mozambique.

Main taks and Responsabilities

Project Management:

  • Define project plans (activities, expenses, monitoring, reporting, etc.), and guarantee their proper implementation
  • Supervise the implementation of all project operations even through frequent missions on the field
  • Coordinate the project staff through periodic meetings and specific tools to ensure clarity on operational plans and priorities, and effectiveness of project implementation
  • Verify and validate the work plans prepared by the local staff
  • Participate in project reviews and evaluations, assisting in the analysis of the results, impact and effective use of the resources
  • In strict cooperation with the line manager, contribute to the development of an appropriate strategy on the relevant sectors of intervention and to the identification and drawing of new project proposals
  • Other tasks as requested by the line manager

HR Management:

  • Participate in the recruitment and induction of the project staff in coordination with the line manager and the administrative staff
  • Supervise the proper administrative management of the project staff (contracts, leaves, etc.)
  • Lead and motivate the project team by building a collaborative work environment
  • Ensure proactive attitude and inputs towards the capacity building of the staff
  • Ensure that performance reviews are conducted

Monitoring of project and administrative activities:

  • Define the monitoring plan and specific tools to assess the progress of the project
  • Monitor the implementation of activities and the achievement of results/objectives through field visits, meetings with partners and stakeholders, data collection and analysis
  • Manage the project budget and elaborate budget modification when needed
  • Ensure the compliance of the expenses with the budget and with WeWorld’s Financial Rules and Regulations, including accountability and good governance
  • Cooperate with the administrative staff in Mozambique and in the HQ for proper budget management and financial reporting

Reporting and accountability:

  • Setting up and monitoring of periodic (monthly) internal reporting to be filled in by partner and project staff
  • Drawing up of narrative and financial reports, interim and final (in collaboration with WeWorld local office and headquarters) to be sent to the lead in compliance with agreed procedures and time schedule
  • Supervise the quality and transparency of the data reported
  • Prepare activity/project reports and analysis of the data collected on a regular basis or upon request
  • Provide regular reports/updates to the line manager on all activities carried out
  • Oversight the complaint feedback mechanism
  • During, or at the end of the assignment, provide a proper handover
  • Any other task not here listed and necessary for the project and activities

Coordination and Representation:

  • Participate in WeWorld internal coordination meetings
  • Ensure constant and cooperative relation with the lead, the other partners and the local authorities
  • Support the establishment and maintenance of relations with other NGOs and relevant stakeholders
  • Develop and maintain proper communication flows with the project staff, and relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnership
  • Participate in coordination meetings, representing WeWorld, and give feedback to the line manager

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Bachelor’s degree in education, social sciences, economics, international affairs or related field
  • Excellent knowledge of written and spoken English
  • Excellent knowledge of written and spoken Portuguese or Spanish
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint

Professional experience

  • At least 2 years of professional humanitarian/development experience
  • At least 1 year of proved experience in managing projects funded by UE, AICS
  • Proven experience in grants management
  • Experience in donor reporting and proposal development
  • Experience in dealing with local/international partners and public institutions

Skills and Abilities

  • Demonstrable operational/technical and budget management skills, planning, reporting, monitoring and evaluation skills
  • Ability to assess needs and write new project proposal
  • Excellent relationship-building, interpersonal skills and ability to represent WeWorld in consortium, clusters and with donors
  • Good negotiation and conflict resolution skills
  • Leadership, planning, organization and teamwork skills
  • Proactive and dynamic attitude
  • Ability to adapt and work under pressure in complex and multicultural contexts

WHAT WE OFFER

Type of contract: a first 6 (six) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Country Representative upon arrival on assignment); a second collaboration contract of 6 (six) months, following the positive evaluation of the first five months of contract and subject to the approval and start-up of new projects

Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work; housing, schooling, flights for children and insurance coverage for children)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract
