The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
GRC is looking for an experienced Project Manager (m/f/d) DRR and Anticipation in Myanmar. The delegate will be responsible for the implementation of two projects together with the Myanmar Red Cross Society (MRCS). The first and main project is “DRM and Anticipation in fragile contexts in Myanmar” funded by the German Federal Foreign Office. This three-year project is implemented in ten states and regions prone to natural hazards and conflict (Kachin, Kayin, Magway, Sagaing, Irrawaddy, Mon, Bago, Tanintharyi), and highly populated informal urban settlements in Yangon and Mandalay. It is a multisectoral project focusing on DRR activities through Preparedness for Effective Response (PER) and National Society Development (NSD) that build the operational readiness of MRCS branches, enhancing food security and supporting livelihood opportunities of IDPs and host communities in conflict and urban settings as well as building the capacity of both MRCS and communities to anticipate and act before weather and non-weather-hazards. In this line, the project also supports conflict sensitive DRR and anticipation initiatives, including the development of Anticipation Protocols. The second project is funded by the Finnish Red Cross and focuses on the areas of anticipation and disaster risk management. Both projects are currently under implementation until 31 December 2025.
The GRC has a long and trustful cooperation with the MRCS. The Project Manager works under the supervision of the GRC Head of Office (HoO) in Yangon and will be part of an experienced national and international team.
Starting date: 01.01.2025
Duration: 13 months (with possible extension)
Location: Yangon, Myanmar with travel to various project locations subject to access.
(Experience has shown that the visa process may take several months. It is, therefore, highly possible that the delegate will initially carry out the position remotely).
Main duties & responsibilities:
Project Management
- Ensure comprehensive management of both projects and adequate preparatory assessments, monitoring and timely quality reporting.
- Ensure a transparent financial management, including allocation of funds, budgets readjustments, expenses forecast, according to GRC´s and donor requirements.
- Guide project related MRCS procurements in accordance with GRC and back donor guidelines.
- In close coordination with MRCS, ensure timely, efficient and effective project management in accordance with the approved budgets.
Coordination
- Represent the GRC projects and ensure a close cooperation with MRCS, IFRC, ICRC, Finnish Red Cross as well as other Red Cross and Red Crescent partners, relevant government bodies, UN agencies and (I)NGOs.
- Build a respectful and trustful working relationship and close coordination with MRCS and project counterparts, contributing to interdepartmental coordination and strengthening MRCS coordination capacities.
- In close coordination with the GRC Head of Office explore possibilities for partnerships within the RCRC Movement and external partners including resource sharing and technical advice.
- Coordinate with GRC technical team at headquarters in Berlin and regional office.
Technical Support & Capacity Building
- Provide technical and managerial support to MRCS at national and branch level in aspects of general and technical capacity building in line with MRCS and GRC´s priorities.
- Support development of anticipation protocols in line with MRCS’ priorities.
- Support MRCS’ role in the relevant national and regional technical working groups including Emergency Response and Preparedness, Cash, as well as its leading role in the national Anticipation technical working group.
- Support facilitation of meetings, workshops and trainings in Anticipation and other technical relevant topics.
- Proactively contribute to MRCS’ efforts in organizing and engaging in national and regional events, both outside and within the RC Movement.
- Prepare concept notes and proposals for short-term disaster relief activities to respond to emergencies arising in country, if feasible.
Required Competencies & Skills:
- Post graduate university degree in humanitarian action, development, disaster risk reduction, social sciences or related field.
- Minimum of three years relevant experience working in humanitarian environments, emergency response, providing advisory and technical support in disaster risk reduction, crisis response, preparedness, resilience building, anticipatory action and/or livelihoods programming.
- Expertise in capacity building, developing tools, guidance and providing trainings, especially to local and civil society groups.
- Strong project management skills, particularly PCM and participatory methods.
- Strong financial and narrative reporting skills and experience in implementing and managing donor funded projects.
- Fluency in English is required. Working knowledge of Burmese is an asset.
- Experience in conflict-sensitive programming, disability and inclusion gender-based violence (GBV), women and girls empowerment, gender and youth in the context of disaster risk an asset.
- International experience working in the Red Cross and Red Crescent Movement is an asset.
- Strong communication, networking, and representation skills.
- Ability to work independently and as a team member in multi-cultural environments and teams with a consistent approach in the fields of PSEA (Prevention and Response to Sexual Exploitation and Abuse), diversity management as well as learning and development.
- Ability and agreement to adhere to the Red Cross Red Crescent fundamental principles
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
- Valid Driving Licence.
