INTRODUCTION  
 
 
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.  
 
 
Overall purpose of the role:   
 
Under the direct management of the Emergency Project Manager and in coordination with the Finance and Support Units in Addis Ababa, the Project Support Officer will support the implementation of operations through a range of tasks related to cash distribution and reconciliation and engagement with financial service providers, logistics (arrangements of movement for emergency staff in liaison with Logistics department), tracking of emergency stockpiling of NFIs and assets, under emergency grants, procurement of goods for emergency operations.  
 
 
 
RESPONSIBILITIES AND TASKS  
 
Finance – Cash   
 
 
  • Release of cash to beneficiaries in accordance with transfer value and methodology and when DRC implements emergency assistance through direct cash distribution delivery mechanism;  
  •  After receiving the completed reception sheets and the receipts from the financial service provider, verify they are completed and match the supporting documents from DRC (beneficiary list and DRC receipts);  
  • Verifies the reception / distribution sheets at the end of the distribution;  
  • Collects the distribution receipts from DRC emergency distribution staff and financial service providers (when DRC implements emergency assistance through OTC/agents) and makes reconciliation for future payment to the FSP;  
  • Submit the request for payment to finance once the Project Manager signs the distribution list;  
  • Communicate with the finance department and the Project Manager if any beneficiaries did not attend the distribution in order to have the cash transfer value deducted from payments due to financial service providers;  
  • File all financial documents and cheques in relation to the emergency department.  
 
 
Operations – Logistics and Procurement   
 
  • Provides uninterrupted and immediate support during emergency responses in compliance with organizational standards and policies;  
  • Provides operational support to Emergency Program (e.g. open, setup and close short term sub offices for Emergency response, renting Vehicles, Warehouses, etc.);  
  • Liaises and follow up with relevant support departments regarding the day-to-day needs of emergency team in program and area offices (ORs, Release Orders, vehicles requirements, etc.);  
  • In close coordination with relevant support departments, arrange transportation, stockpiling, of relief items (Emergency NFIs) in DRC warehouses and provide support to emergency program teams during distributions;  
  •  Provides regular updates of emergency relief items stocks to the Emergency Project Manager, after each distribution or on ad-hoc bases;  
  • Provides all internal and external stock related reports on regular and ah-hoc bases (distributed items, stock balances etc.);  
  •  Regularly update inventory of assets used by emergency teams (Computers, Tablets, cameras, etc) and report accordingly to the Emergency Project Manager.

PERSONAL SPECIFICATIONS  
 
REQUIRED  
 
 
  • Previous experience in finance and/or procurement, logistic and warehousing   
  • Good communication and reporting skills  
  • Having minimum 2-3 years of experience in emergency response and/or displacement settings  
  • Experience in emergency cash and NFI distributions  
  • Excellent interpersonal and negotiation skills  
  • Knowledge of humanitarian project management  
  • Strong computer skills (MS Word, Excel, Outlook and Power Point) necessary  
 
Education: (include certificates, licenses etc.)  
 
 
Bachelor in Administration, Logistics or equivalent experiences in operation/management    
 
 
Languages: (indicate fluency level)
